On the morning of December 10th, heavy rain lasting from 8 am to nearly 11 am fell in Phan Rang ward ( Khanh Hoa province), causing localized flooding in many areas.
According to reports, many main roads such as Thong Nhat and Ngo Gia Tu were flooded from 10cm to 20cm; some low-lying areas such as Phan Rang market, the area of Nguyen Tuan street bordering Chu Huy Man street... were flooded to a depth of 35cm to 50cm, causing difficulties for transportation and affecting the daily lives of residents. Due to the large volume of water flowing in at the same time, the drainage rate in the ward was slow, and some areas still have deep standing water.
In response to the flooding, many schools in the area, such as Ly Tu Trong Secondary School and Tran Phu Secondary School, have proactively switched to online teaching and learning for the day to ensure the safety of students and minimize the risk of accidents when traveling through flooded roads.

In Vinh Hai commune, several roads were also deeply flooded, affecting people's travel. 100% of the force, including officials, soldiers, and local security personnel, were mobilized to guide people, students, and vehicles through flooded and low-lying areas.
Mr. Nguyen Van Que, Chairman of the People's Committee of Vinh Hai commune, said that the local authorities had notified schools in the area to allow students to take the afternoon off on December 10th to ensure safety.

According to the provincial Hydrometeorological Station, from the afternoon of December 9 to 10, Khanh Hoa will have moderate to heavy rain, with a total amount of 50-120 mm, with some places having over 180 mm. The risk of flooding is at alert level 1-2, with the Cai Nha Trang River at approximately alert level 2. Rain will decrease from December 11.
The Provincial People's Committee requested communes, wards and relevant units to closely monitor forecasts and promptly inform local authorities and people to proactively respond; at the same time, mobilize forces to overcome the consequences of recent natural disasters.
Localities must review residential areas along rivers and streams, low-lying areas, and flood-risk areas, encourage people to keep their properties high, organize evacuation when necessary, and arrange forces on standby to handle unusual situations.
The Provincial Military Command and the Provincial Police were assigned to prepare vehicles and equipment at key points, ready for rescue. The Department of Industry and Trade directed the electricity unit to ensure power supply, protect the system and maintain the supply of essential goods.
The Department of Science and Technology requires telecommunications businesses to review and protect infrastructure and limit incidents during floods.
Reservoir management units must operate and regulate according to procedures, creating flood storage capacity and reducing downstream flooding; closely monitor rainfall patterns and upstream and downstream water levels, and promptly report any abnormalities.
