(QNO) - This morning, June 19, General Secretary Nguyen Phu Trong - Head of the Central Steering Committee on Anti-Corruption and Negative Practices (PCTNTC) and the Standing members of the Steering Committee chaired a conference to review 1 year of operation of the Provincial PCTNTC Steering Committee (hereinafter referred to as the Provincial Steering Committee).

The conference aims to assess the situation and results of the establishment and implementation of the functions, tasks and powers of the Provincial Steering Committee; at the same time, to exchange, discuss, provide professional and technical guidance, share experiences, remove difficulties and obstacles in the process of operation; identify tasks and solutions to improve the operational efficiency of the Provincial Steering Committee, contributing to continuing to promote the work of PCTNTC, successfully implementing the Resolution of the 13th National Party Congress.

The conference was connected to all provincial and municipal Party Committees directly under the Central Government. Attending at the Quang Nam bridge were Deputy Heads of the Provincial Steering Committee for Anti-Corruption: Head of the Provincial Party Committee's Organization Committee Nguyen Chin, Major General Nguyen Duc Dung - Director of the Provincial Police Department and members of the Provincial Steering Committee for Anti-Corruption.

Newly prosecuted 530 cases/1,858 defendants for corruption crimes

The policy of establishing a provincial Steering Committee was agreed upon by the 5th Central Conference (13th tenure) on May 10, 2022. Reporting at the conference, Mr. Vo Van Dung - Deputy Head of the Central Internal Affairs Committee said that after only nearly 3 months since the Central Resolution, 63/63 provincial Steering Committees were quickly established.

The results of the activities of the Provincial Steering Committee after 1 year have significantly contributed to creating increasingly clear changes in the work of anti-corruption at the local level, especially in detecting and handling corruption and negativity; gradually overcoming the previous situation of "hot above, cold below".

Through inspection, supervision and investigation, the Provincial Steering Committee has handled and recommended disciplinary action against many Party organizations and Party members who have committed acts of corruption, negativity, and degradation in political ideology, ethics and lifestyle; transferred 286 cases with signs of crime to the investigation agency for investigation and handling according to the provisions of law, a three-fold increase compared to 1 year before its establishment.

In addition, the Provincial Steering Committee has focused on handling difficulties and obstacles, speeding up the resolution of corruption and negative cases and long-standing cases that have attracted public attention in each locality.

The Provincial Steering Committee has put 444 cases and 156 complicated corruption and negative incidents of public concern under its monitoring and direction. It has initiated 530 new cases/1,858 defendants for corruption crimes; the number of cadres and party members prosecuted for corruption and negative acts is 1,132 defendants. Disciplinary action has been taken against 15 party organizations and nearly 80 cadres and civil servants of agencies with anti-corruption functions for violations of corruption and negative acts.

Attention has been paid to propaganda and education on anti-corruption; the role of the Fatherland Front, the press and the people in anti-corruption has been promoted. Since the beginning of the year, 37 provinces and cities have organized dissemination and dissemination of the content and core values of the work "Resolutely and persistently fighting against anti-corruption, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong.

Raise the responsibility of the leader

At the conference, representatives of provinces, cities and central agencies reported results and shared experiences in the work of PCTNTC in general and the activities of the Provincial PCTNTC Steering Committee in particular in recent times.

In his concluding remarks, General Secretary Nguyen Phu Trong said that the results presented at the conference confirmed that the policy of establishing a provincial-level Steering Committee was correct, necessary, and in line with practical requirements. It demonstrated the high determination of localities, the consensus and agreement from the Central to the local and grassroots levels; the consensus and support of cadres, party members and people in the spirit of "Unanimity from top to bottom, and clarity from top to bottom".

Regarding the tasks in the coming time, General Secretary Nguyen Phu Trong requested to thoroughly grasp and understand more deeply the position, role, functions, tasks and powers of the Provincial Steering Committee; to operate in a disciplined, methodical and substantive manner, in accordance with its functions and tasks; and to increase work efficiency.

The Provincial Steering Committee is the “extended arm” of the Central Steering Committee, with the function of directing, coordinating, urging, inspecting, and supervising the work of PCTNTC in the locality. Therefore, members of the Provincial Steering Committee must have a firm grasp of their functions and tasks, organize their work and activities in a scientific, strict, methodical, and orderly manner, ensuring substance and specific, clear results, avoiding ostentation, formality, “whatever happens”, especially avoiding the situation of “the elephant’s head and the mouse’s tail”.

General Secretary Nguyen Phu Trong requested that the provincial Steering Committees not rely on their superiors. The Central Steering Committee directs and guides professional activities, but does not replace the work of the provincial Steering Committees.

The Central Internal Affairs Committee - the standing agency of the Central Steering Committee - strengthens guidance, inspection and supervision. If any place does not do it or does it not thoroughly, or is not effective, it must make recommendations. In the mild case, it must review and learn from experience. In the severe case, it must handle responsibility, first of all, the responsibility of the head of the provincial Steering Committee.

The heads of Party committees, Party organizations, and collective leaders of agencies, units, and localities must be exemplary, resolute, self-reflect and self-correct, match words with actions, act directly, proactively prevent, promptly detect, and handle corruption and negative behavior. "To do so, the leaders must be exemplary, not entangled in anything, then they can do it. If they get entangled, they will "open their mouths and get caught in the trap". "With their own feet covered in dirt, they hold a torch to drag others' feet" - the General Secretary clearly stated.

The General Secretary requested each member of the Steering Committee, Party committees and Party organizations to identify key areas and areas, places with many public opinions, reflections and petitions on corruption and negativity to focus on leadership and direction; direct the improvement of the effectiveness of self-inspection, detection and handling of corruption and negativity within the organization; strictly handle agencies, organizations, units and individuals that avoid, condone, cover up and assist corruption and negativity.

The General Secretary emphasized: "If any agency, unit or locality fails to detect corruption or negative acts through self-inspection and supervision, and then central inspection and audit teams discover negative acts, the head of the Party Committee, Party organization, agency, locality or unit must take responsibility and must be strictly disciplined."
