4 subjects must revise textbooks
On June 12, the National Assembly issued a Resolution on the arrangement of provincial-level administrative units in 2025. Accordingly, from July 1, 63 provinces and cities will merge into 34 provinces and cities. This merger will affect the information content currently in the current curriculum and textbooks.
Faced with this situation, the Ministry of Education and Training said that last school year, the education sector completed a cycle of replacing textbooks from grades 1 to 12 according to the 2018 general education program.
Along with that, the Ministry organized steps to review and evaluate the implementation of the new program. A number of subjects and educational content have been proposed to be updated and adjusted to meet the requirements of innovation and the socio -economic development of the country.

In 2025, the review of the curriculum and textbooks will be carried out in the context of the whole country implementing the arrangement of provincial-level administrative units. Based on the review, the Ministry of Education and Training has identified a number of subjects that are directly affected by the change of administrative boundaries, including: History and Geography for grades 4, 5, and 9; Geography for grade 12; History, Economic Education and Law for grade 10.
Speaking to reporters, Mr. Nguyen Van Tung, Deputy Editor-in-Chief of Vietnam Education Publishing House, said that after the National Assembly's resolution, the Publishing House reported to the Ministry of Education and Training and asked for opinions on textbook revisions. The revisions were made after the Ministry of Education and Training issued a revised curriculum for a number of subjects and sent the completed revisions to the Ministry of Education and Training for approval in accordance with the textbook publishing process.
The reporter's notes show that the History - Geography subject of grade 4 in the Knowledge Connection book series (Vietnam Education Publishing House) includes 6 topics. Almost all lessons in these 6 topics must be edited, either in terms of data, maps, charts or administrative boundary names. For example, lesson 1 of the first topic (my locality), the map of Vietnam is the administrative boundaries of 63 provinces and cities, which is no longer consistent with the reality of merging 34 provinces and cities since July 1.
Or the data chart, the area of Ho Chi Minh City is over 2,000km2 but after the merger, the area of this city is nearly 6,800km2; the population from over 9 million people to over 14 million people. The remaining topics also have to change a lot from the image caption of Lung Cu Flagpole, Dong Van, Ha Giang will have to adjust the administrative name after Ha Giang merged with Tuyen Quang to the names of the provinces of the Northern Delta, Central Coast, Central Highlands...
The Economic and Legal Education Textbook for Grade 10, Creative Horizons (Vietnam Education Publishing House) has some content that needs to be edited. For example, on page 23, the discovery section, the book provides data: "Currently, the price of live pigs in some provinces and cities is skyrocketing compared to the end of November, for example, in Kim Son (Ninh Binh), Thai Binh area, the price of live pigs today is 92,000 VND/kg; Tien Lu (Hung Yen) 93,000 VND/kg. In Bac Giang province, the price of live pigs is fluctuating from 90,000 - 92,000 VND/kg. Compared to the same period in November 2019, the price of live pigs on December 16 increased by 15,000 - 20,000 VND/kg and is the highest price in history". This data has information related to the merger of administrative boundaries such as no longer having the name Thai Binh, Bac Giang province.
Responsibility on the shoulders of teachers
Currently, there are 3 sets of textbooks from 3 publishers (Vietnam Education Publishing House, Hanoi National University of Education Publishing House, Ho Chi Minh City National University of Education Publishing House) being taught in schools from grade 1 to grade 12. In response to practical requirements, the Ministry of Education and Training said that the above 4 subjects will take steps according to regulations to edit the subject program as a basis for editing textbooks, such as updating requirements to be achieved, knowledge content, place names, data, maps, charts and socio-economic information...
The revision of the subject program is carried out on the principle of minimizing changes to textbooks and strengthening guidance so that teachers and schools can proactively implement the program according to their authority to suit reality. Teachers and schools are given the right to proactively arrange learning topics, update and supplement content to suit the students, teaching and learning conditions and practical conditions.
“In the 2025-2026 school year, teachers and schools will continue to use the current curriculum and textbooks, and will be responsible for proactively selecting and adjusting teaching materials, lessons, and topics to suit local realities and the two-tier local government model. In the coming time, the Ministry will issue documents directing and guiding localities and schools to implement the program to ensure continuity, without interruption, and in accordance with reality,” the Ministry of Education and Training informed.
The Ministry of Education and Training also said that it is urgently completing the review and evaluation of the implementation of the 2018 Program to update and adjust a number of subjects to ensure implementation is consistent with reality, better meeting the requirements of innovation and the country's socio-economic development through each period; including subjects affected by administrative boundary adjustments. The Ministry will guide publishers, organizations and individuals with approved textbooks to adjust the necessary content to update new administrative information in the direction of ensuring the stability of textbooks and effectiveness in teaching and learning implementation.
Regarding local education content, based on the resolution on the arrangement of provincial-level administrative units, on the basis of the framework program and documents issued by the Ministry, localities proactively select and develop content, ensuring that it is suitable for the characteristics of the new administrative unit and the two-level local government organization model.
