Candidates registering for the 2023 high school graduation exam can use foreign language proficiency certificates issued after September 10, 2022 to consider exemption from the foreign language exam according to regulations.

Regarding the use of foreign language certificates to exempt from foreign language exams in the 2023 high school graduation exam, on June 15, Associate Professor, Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) signed an official dispatch to the Departments of Education and Training stating: Candidates registering to take the 2023 high school graduation exam can use foreign language proficiency certificates issued after September 10, 2022 to consider exemption from the foreign language exam according to regulations.

Previously, on June 9, the Department of Quality Management sent a document to localities guiding the verification of foreign language proficiency certificates (certificates) to exempt foreign language subjects from the 2023 high school graduation exam. Accordingly, the Department of Quality Management requested that localities only accept and exempt candidates with certificates issued before September 10, 2022 and after November 11, 2022.

This regulation is different from the guidelines for organizing the 2023 high school graduation exam issued by the Ministry of Education and Training in April 2023, which is that candidates with an IELTS certificate of 4.0 or higher or equivalent are exempted from the exam and have their 10 English subjects counted when considering high school graduation. The certificate will be valid until at least June 27.

Information about adjusting the recognition of foreign language proficiency certificates to exempt foreign language exams in the high school graduation exam has caused confusion for many candidates in the past few days.

It is known that this new regulation of the Ministry of Education and Training is related to the postponement of the IELTS exam in Vietnam in early November last year. According to the regulations of the Ministry of Education and Training, after September 10, 2022, joint organization of foreign language proficiency certificates must be licensed by the Ministry of Education and Training. However, by mid-November, the IELTS exam and certificate organizations had completed this requirement one by one, affecting many candidates taking the exam during the above period. Therefore, the Ministry of Education and Training will not accept certificates during the period from September 10, 2022 to November 11, 2022.

According to Mr. Huynh Van Chuong, the Ministry of Education and Training's acceptance of candidates using foreign language proficiency certificates issued after September 10, 2022 to consider exemption from the foreign language test according to regulations is to ensure legitimate rights for learners in the 2023 high school graduation exam.

According to the reporter's records, universities that conduct early admission still use foreign language proficiency certificates that are tested and issued after September 10, 2022 as usual. For example, Foreign Trade University conducted early admission and announced the admission scores on the evening of June 14.
