SGGP Newspaper reporter talked with comrade Duong Anh Duc, member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee (photo), about the key tasks in the new period.

REPORTER: The Congress has identified the aspiration to turn Ho Chi Minh City into an “international super city”. According to you, what is the focus of propaganda and mobilization work in the coming time to turn that aspiration into concrete actions?
Comrade DUONG ANH DUC: The Congress clearly stated the vision: Ho Chi Minh City is an "international super city", the economic , financial, scientific - technological, innovation and cultural center of the Southeast Asian region.
To realize that vision, propaganda and mass mobilization work must help each cadre, party member and citizen clearly perceive their role as the subject in the city's development, from living civilly, preserving the environment, to proposing initiatives and improvements in labor, production and serving the people.
When everyone is working towards a common goal, the resolution will truly come to life, becoming “everyday action.”
The focus of propaganda in the coming time is 3 strategic breakthroughs and 30 main development targets of the term, emphasizing goals related to people's lives: average income per capita reaching 14,000 - 15,000 USD, digital economy accounting for 30% - 40% of GRDP, improving housing, environment, infrastructure, and urban culture.
Propaganda and mass mobilization work must light the fire of aspiration, so that the spirit of daring to think, knowing how to do, daring to take responsibility for the common good becomes a cultural feature of the city's cadres and party members.
How will the dissemination and study of the resolution be innovated, especially for young people, to ensure it is lively, close and effective, comrade?
Communicating resolutions cannot be dry, but must be inspiring, aspirational and action-driven. We will strive to innovate the way we communicate, learn and implement resolutions in a more interactive, multi-platform and accessible way.
In addition to mainstream media, social networks, television, digital platforms will be strongly promoted. Forums, online discussions, video clips, and summary graphics will help people "understand - remember - do".
At the grassroots level, each Party cell, residential area, construction project will organize specialized activities related to the resolution; each collective and unit will register a specific task or initiative to implement the resolution.
We also encourage young people to be the core of creative movements and competitions to learn about the resolution. The goal is for every cadre, party member and citizen to not only “understand the resolution”, but also “act for the resolution”.

Inspire a spirit of dedication and responsibility
With 3 breakthroughs and 30 main targets, how will the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee coordinate to advise the Ho Chi Minh City Party Committee on implementation to ensure the effectiveness of "clear people, clear work"?
We will advise on the development of an Action Program to implement the Congress Resolution, which clearly defines the people, the work, the time, and the results. The focus is on clear information and unified action so that people can understand correctly, trust, and accompany the city.
We also propose to include the results of the resolution implementation in the emulation criteria and annual evaluation of each unit and each cadre. The Propaganda and Mass Mobilization sector cannot just “talk well”, but must “do it”, the results are measured by the satisfaction and trust of the people.

How to arouse the spirit of action and dedication among cadres, party members and people, so that the resolution becomes a voluntary action of the whole society?
Arousing aspiration and dedication is the “soul” of propaganda and mass mobilization work. We will inspire with real stories, real people and real events, spreading the model of “Skilled mass mobilization”, “Silent but noble examples”.
When people see that every policy is aimed at their own benefit, they will join in. Every small action, such as an initiative in the neighborhood, a good deed at the office, contributes to creating a positive ripple effect, turning the resolution into a movement of action for the entire people.
Timely detection and timely encouragement are also very important, contributing to arousing and enhancing everyone's spirit and enthusiasm to work for the city.
According to you, what is the biggest challenge in implementing the resolution, and what is the solution?
The biggest challenge is the fear of innovation and responsibility among some cadres; propaganda work is not uniform, and coordination between forces is not really smooth. We will strengthen training in modern propaganda and mass mobilization skills, promote the exemplary and pioneering role of leaders; at the same time, link the implementation of the resolution with the assessment of cadres' capacity and prestige.
The Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee also proactively promotes the social criticism role of the Front, the press and the people, so that all decisions and policies come from reality and reflect the people's aspirations.
We expect press agencies to continue to carry out the mission of "companion media", open special pages, columns, and forums to propagate the resolution in a lively and politically oriented manner, spreading faith, spirit, and development aspirations to every cadre, party member, and citizen of the city.
When the entire system acts together with the spirit of innovation, responsibility and solidarity, the Congress Resolution will certainly come into life, creating clear changes in each field, contributing to building Ho Chi Minh City to develop sustainably, pioneering with the whole country in the new era.
30 targets, 3 breakthrough programs
According to the Congress Resolution, the development goal of Ho Chi Minh City in the coming term is to build a clean and strong Party organization and political system; continue to perfect the organizational model of the political system; promote the tradition of solidarity, dynamism, humanity, creativity, daring to think, daring to do, pioneering for the whole country, and entering a new era of development with the whole country.
Towards the 100th anniversary of the Party's founding (2030), Ho Chi Minh City will become a civilized, modern urban area, a center of innovation, dynamism, integration, leading the country's industrialization and modernization, with a prominent position in Southeast Asia, among the top 100 global cities, worth living and having an innovative ecosystem in the world, belonging to the high-income group.
Vision to 100 years of the country's founding (2045) is to be among the top 100 best cities in the world, worthy of being an "international megacity" of Southeast Asia, an economic, financial, tourism, service, educational, and medical center of Asia, an attractive global destination, with distinctive and sustainable economic, cultural, and social development, high quality of life, and deep international integration.
The Congress also agreed on 30 main targets for the 2025-2030 period on economy, society, urban and environmental, national defense, security, and Party building. Notably, the target of average GRDP growth is 10%-11%/year; by 2030, GRDP per capita will reach about 14,000-15,000 USD; total average social investment capital for 5 years will be 35%-40% of GRDP; digital economy will account for 30%-40% of GRDP...
By 2030, there will be 35.1 hospital beds per 10,000 people, 21 doctors per 10,000 people and 35 nurses per 10,000 people; at least 300 classrooms per 10,000 people of school age (from 3 to 18 years old); an additional 199,400 social housing units; striving to complete the relocation of 50% of houses on and along canals and ditches in the city (20,000 units)... From 2026, people will receive periodic health check-ups or free screening at least once a year and will have an electronic health book created to manage their health over their life cycle...
The Congress agreed on three key, breakthrough programs for Ho Chi Minh City for the 2025-2030 term on policies and institutions; infrastructure development; and human resource development.
