Solid homes
For many households, policy credit capital is truly the "key" to opening a new life. Mr. Nguy Phan Ngoi, Thuan My village, Lang Giang commune, used to live with his family of 5 in a dilapidated level 4 house with an old corrugated iron roof. In early August 2025, he received a loan of 500 million VND from the Lang Giang Social Policy Bank Transaction Office for a term of 15 years to build a new house. To date, the two-story house of more than 100 square meters has completed the rough construction, expected to be completed in November.

“I work as a truck driver, my wife sells goods at the market, so our income is not high. Thanks to preferential funding from the State, my family was able to build the spacious house we wanted,” Mr. Ngoi emotionally shared.
Ms. Nguyen Thi Hoa is a trader at Phu market, Que Vo ward, her husband is a worker at Que Vo 2 Industrial Park. After many years of living with relatives, she boldly borrowed 432 million VND from policy credit capital, with a term of 18 years, to buy a 62 m² apartment at Kinh Bac Apartment. In March 2023, the family received a new house. "Since having a stable place to live, my husband and I have been able to work with peace of mind and take care of our children's education," Ms. Hoa confided.
According to Mr. Vu Khanh Hung, Director of the Que Vo Social Policy Bank Transaction Office, there are many industrial zones and clusters here so the demand for housing is very large. In the locality, there are 2 social housing projects that have been put into use and a new project with a scale of 900 apartments has just been approved for sale and rental prices.
Housing is not only a place to live but also a foundation for social stability and development. Deeply aware of that, the Party and State always pay attention to taking care of housing for people, especially low-income people, workers, poor and near-poor households, considering this as one of the key tasks of social security policy.
To implement that policy, the Government issued Decree No. 100/2015/ND-CP, amended and supplemented by Decree No. 49/2021/ND-CP, Decree No. 100/2024/ND-CP and most recently Decree No. 261/2025/ND-CP, dated October 10, 2025, on the development and management of social housing. According to regulations, eligible people can borrow from the Vietnam Bank for Social Policies with a preferential interest rate of 5.4%/year, with a maximum term of 25 years; the loan amount is up to 80% of the value of the home purchase or lease-purchase contract or 1 billion VND for new construction or home repair.
In Bac Ninh, the social housing loan program is closely coordinated by the Provincial Social Policy Bank Branch with local authorities and authorized socio -political organizations to propagate, review and disburse capital to the right subjects. As of September 30, 2025, the total outstanding debt of the entire Branch reached 12,924 billion VND, of which the outstanding debt of the social housing loan program is more than 1,417 billion VND with 4,364 customers with outstanding debt, accounting for nearly 11% of the total outstanding debt. This preferential capital source has helped thousands of households, especially workers, civil servants and low-income workers, stabilize their lives.
Promote capital efficiency
Despite many positive results, the implementation of the social housing loan program still faces many difficulties. In the first months of the year, the disbursement progress was slow due to the limited supply of social housing, and some projects have not completed the opening procedures. Meanwhile, the demand for housing rental for workers in the area is still very high.

With the characteristics of lending through entrustment, the Social Policy Bank closely coordinates with socio-political organizations such as the Women's Union, Farmers' Association, Veterans' Association, Youth Union, etc. The review and approval of documents are carried out right at the grassroots level, under the supervision of the village chief, the head of the residential group and the People's Committee at the commune level. Therefore, the active coordination of the government, the entrusted organizations and the savings and loan groups is decisive for the preferential capital to reach the right subjects.
In order to continue promoting the effectiveness of the policy, the Branches and transaction offices of the Social Policy Bank in the province have stepped up propaganda at commune transaction points and village cultural houses, and widely disseminated on mass media the content of preferential loans for purchasing, leasing, building new or repairing social housing.
According to Mr. Do Van Hien, Director of the Bac Ninh Province Social Policy Bank Branch, for the program to be effective, it is necessary to have the attention and direction of local Party committees and authorities, synchronous, close and effective coordination between the bank, relevant departments and investors of social housing projects; promote propaganda work, raise awareness and sense of responsibility for social housing development; expand the beneficiaries of social housing policies.
From the new, spacious houses and the warm and affectionate apartment buildings, we can clearly see the effectiveness and profound significance of the social housing credit policy. With the support of the State, local authorities and the Social Policy Bank, the preferential credit program will continue to be a solid foundation to help people settle down and find work, contributing to building an increasingly civilized and prosperous province.
