Deputy Prime Minister Ho Duc Phoc signed Decision No. 1719/QD-TTg promulgating the Government's comprehensive program on practicing thrift and combating waste by 2025.
The goal of the Government's Overall Program on practicing thrift and combating waste in 2025 is to resolutely, synchronously and effectively implement effective solutions in practicing thrift and combating waste (THTK, CLP) to create strong spillover, seize opportunities, push back challenges, accelerate, break through to the finish line, strive to achieve the highest results in the goals and targets of the 5-year socio -economic development plan 2021 - 2025, increase resources to care for the people, enrich the country in the new revolutionary period, build a bright future, and bring the country into the era of national development.
Effectively use state financial resources in conjunction with mobilizing social resources and streamlining the apparatus.
The work of THTK and CLP in 2025 focuses on the following key tasks:
Strive to achieve the highest socio-economic development goals and tasks for 2025 set by the National Assembly to contribute to increasing the gross domestic product (GDP) by about 6.5 - 7% and strive for about 7.0 - 7.5%, GDP per capita reaching about 4,900 USD.
Tighten discipline in financial and budget management and use; manage state budget expenditures according to estimates, ensuring strictness, thrift and efficiency; effectively use state financial resources in conjunction with mobilizing social resources and streamlining the apparatus.
Strictly manage the mobilization, management and use of loans to offset the state budget deficit and loans to repay the principal of the state budget. Regularly review, monitor and carefully evaluate the issuance of government bonds in conjunction with the need for development investment spending and principal repayment of the budget to ensure savings and efficiency. Strictly control the use of state budget loans in accordance with the provisions of the State Budget Law, the Public Debt Management Law and the law on state budget management, arrange resources to fully repay loans that have lasted for many years and report to the National Assembly in the annual state budget estimates and settlement.
Strengthen the management and use of public assets, ensuring compliance with standards, norms, regimes and requirements of tasks, focusing on the arrangement and handling of assets, especially houses and land associated with the arrangement and streamlining of the apparatus.
Accelerate the allocation, implementation and disbursement of public investment capital, especially for important national programs, projects and works, national target programs, inter-provincial, inter-regional, inter-national and international projects. Focus on reviewing and resolutely eliminating ineffective projects and projects that are not really necessary or urgent, prioritizing capital for key and urgent projects, creating momentum for rapid and sustainable development.
Complete the streamlining of the apparatus in accordance with the set goals and requirements, associated with streamlining the payroll and restructuring, improving the quality of the staff, civil servants, and public employees, improving the effectiveness of state management, meeting the requirements of tasks in the new situation. Promote decentralization and delegation of power associated with improving self-reliance, self-reliance, and responsibility for local governance.
Focus on reviewing and overcoming limitations and shortcomings in the legal system on THTK and CLP, especially in areas prone to waste. Prioritize resources, intelligence, prepare human resources, focus on implementing digital transformation tasks, and develop science and technology synchronously and smoothly.
Strengthen inspection, examination and audit of the implementation of policies and laws on THTK and CLP, especially in the fields of land, investment, construction, public finance, public assets, resources and minerals. Thoroughly revoke suspended projects and speed up the recovery of lost and violated state assets and land according to the conclusions and recommendations of inspection, examination and audit agencies.
Build a culture of thrift and anti-waste in agencies, organizations and units. Have measures to encourage people to increase thrift and anti-waste in production, business and consumption.
Do not waste or lose state assets
THTK and CLP in 2025 will be implemented in all fields according to the provisions of the Law on THTK and CLP and relevant specialized laws, focusing on a number of fields.
Specifically, in the management and use of public assets : Synchronously implement regulations on the management and use of public assets in the Law amending and supplementing a number of articles of the Securities Law, the Accounting Law, the Law on Independent Auditing, the State Budget Law, the Law on Management and Use of Public Assets, the Tax Management Law, the Law on National Reserves and detailed regulations and implementation instructions.
Ministries, branches and localities must complete the review of all public assets and unused or ineffectively used offices to decide on handling according to their authority or to report to competent authorities for decision on handling according to regulations, to avoid waste and loss of state assets.
Complete the General Inventory of public assets at agencies, organizations, and units; infrastructure assets invested and managed by the State according to the Project approved by the Prime Minister in Decision No. 213/QD-TTg dated March 1, 2024, ensuring progress according to plan and continuing to fully update information on assets in the National Database on Public Assets.
Resolutely cut down on unnecessary expenses
In managing and using regular expenditures of the state budget: Resolutely and thoroughly save on unnecessary expenditures to ensure resources for preventing and fighting natural disasters and epidemics, supplementing development investment capital and supporting economic recovery; strive to further increase the ratio of development investment expenditures; only issue policies to increase budget expenditures when really necessary and with guaranteed sources; allocate and deliver budget estimates on time according to the provisions of the State Budget Law.
In addition to the 10% savings in regular expenditures to create sources for salary reform as prescribed, in the implementation organization, ministries, central and local agencies strive to save an additional 10% of regular expenditures increasing the 2025 budget estimate compared to the 2024 budget estimate (excluding salary expenditures, of a salary nature, expenditures for human resources, expenditures that must be fully arranged according to international commitments, special and important political and professional tasks that are not subject to cuts and the 10% savings in regular expenditures to create sources for salary reform according to the Resolution of the Central Committee) to reserve sources to reduce the state budget deficit or for urgent and arising tasks, to implement social security tasks of each ministry, central and local agency or to supplement increased public investment expenditures.
Innovate the management and financial mechanisms of public service units, reduce direct support from the state budget for public service units.
Strictly handle violations and obstructions that slow down capital delivery progress.
In the management and use of public investment capital : Allocating public investment capital in 2025 must ensure concentration, focus, and key points, complying with the conditions and order of priority as prescribed by the Law on Public Investment, Resolutions of the National Assembly, Resolutions of the National Assembly Standing Committee; fully paying off outstanding construction investment debts in accordance with the provisions of law.
Tighten discipline and order in public investment, strictly handle violations and obstacles that slow down the progress of capital allocation, implementation and disbursement; individualize the responsibility of leaders in cases of slow implementation and disbursement.
Speed up the implementation and completion of projects using public investment capital and other state capital; promptly put into operation and use projects that have been completed for many years, avoiding waste; have solutions to resolve difficulties and problems that have existed for many years in PPP projects according to the provisions of law and signed contracts.
Improve the quality of public investment management institutions, focusing on the stages of budget preparation, capital allocation, capital allocation, and capital disbursement; improve factors to enhance the economy's capital absorption capacity, especially the allocation and disbursement of public investment capital...
To achieve the goals, targets, savings, and anti-waste in 2025, it is necessary to closely follow the groups of solutions stated in the Government's Overall Program on THTK and CLP for the period 2021 - 2025.
