Program to eliminate temporary and dilapidated houses: Looking back at the journey to build a stable home

DNO - Da Nang City has completed the elimination of temporary housing - a program full of humane values, solving the problem of social security for poor households, policy families, and people with meritorious services. This is the result of the determination and responsibility of the entire political system and the joint efforts of the community for the goal of "Leaving no one behind".

Join hands to eliminate temporary and dilapidated houses

Mr. Ho Van De is one of 254 households receiving support from the program to eliminate temporary and dilapidated houses in Kham Duc commune in the period of 2023 - 2025. From the state support of 60 million VND, he contributed an additional 90 million VND to build a 50m² house, with a total value of 150 million VND. Since having a new house, his family's life has changed significantly. They no longer have to worry when the rainy season comes, their children have a better place to study, their health has improved thanks to the absence of humidity and drafts...

“Having a stable home gives my family more motivation, confidence and conditions to work and develop the economy . My family boldly invests in livestock and farming, increases income and escapes poverty by the end of 2024. When we no longer have to worry about housing, we will focus on developing production to stabilize our lives,” said Mr. De.

Mr. Ho Cong Diem, Chairman of the People's Committee of Kham Duc Commune, said that the total cost of implementing the program was nearly 22.9 billion VND, far exceeding the budget allocated by the superiors (more than 12 billion VND). This affirms the success of the motto "State support, community assistance, individuals and households must be self-reliant". Of which, the contribution from households accounted for a large amount, more than 10 billion VND, showing the initiative, determination and self-effort of the beneficiaries themselves. In addition, the locality also mobilized 110 working days to support households with meritorious services and 1,400 working days to support poor and near-poor households.

According to the report of the City People's Committee, the total funding source for the elimination of temporary and dilapidated houses in the city in the period of 2023 - 2025 (excluding credit capital) is more than 705.8 billion VND. In addition to the state budget at all levels, the city has mobilized more than 136.6 billion VND to support people in building and repairing houses. In particular, with a heart for the community, many individuals and businesses have actively accompanied and supported large resources. Typically, Hero of Labor Le Van Kiem, Long Thanh Golf, Dat Phuong Group, Thaco Group, FPT Group, Da Nang Port, commercial banks, religious organizations, state-owned enterprises, etc.

Mr. Tran Ngoc Anh, Director of the Bank for Agriculture and Rural Development (Agribank) Quang Nam branch, said that in the past 3 years, the unit has supported 6 billion VND for the locality to eliminate 100 temporary houses for poor households, policy families, and meritorious people. To date, more than 90 houses have been completed and handed over; the remaining will be completed before August 31 this year.

“We hope that the houses we support will help people settle down and stabilize their lives. In the coming time, we are committed to continuing to accompany the local government in implementing social security activities, contributing to promoting socio-economic development,” Mr. Anh shared.

Ensure solid housing

According to the report of the City People's Committee, the total number of temporary and dilapidated houses in the period of 2023 - 2025 is 12,298 (including 7,257 newly built houses and 5,041 repaired houses). By August 12, 2025, 100% of the target had been completed, including 11,939 completed houses and 359 houses under construction (households committed to complete before August 31, 2025). Thus, following the direction of the Prime Minister, Da Nang city has basically completed the work of eliminating temporary and dilapidated houses.

According to the Da Nang Department of Construction, all houses comply with the “three hard” criteria, the materials selected ensure long-term durability, prioritizing those that are easy to maintain, easy to find locally, and have good resistance to storms, floods, and heavy rain. Thanks to that, the projects have created safe, stable, long-term housing for the people.

According to Vice Chairman of the City People's Committee Tran Anh Tuan, the implementation was carried out transparently and closely, with the participation and supervision of the community and the Fatherland Front and mass organizations at all levels, to ensure that support reaches the right beneficiaries. The list of beneficiary households was carefully reviewed, made public in villages and residential groups, and promptly adjusted if there were any complaints.

Notably, the city requires each locality not to delegate the work to contractors, but to coordinate closely between households - authorities - communities to avoid situations of coping, distorting documents, and causing complaints.

In the context of rapid urbanization, it is such humanitarian programs that have helped bridge regional gaps, narrow inequality and build trust in the social policy system.

Ms. Nguyen Thi Thanh Phuong, Vice Chairwoman of the Vietnam Fatherland Front Committee of Da Nang City, said that the support for the construction and repair of temporary and dilapidated houses was implemented by localities in accordance with the approved list. The supported households have seriously implemented the construction, ensuring that they meet the "three hard" criteria. In addition, the commune and district-level Fatherland Fronts also regularly monitor, inspect, and assign cadres and civil servants to monitor each group of beneficiary households, supervise the preparation of the support list, the construction process, acceptance and finalization of funds.

Determined to complete before August 31

At the conference summarizing the program to eliminate temporary and dilapidated houses in the city that took place on the morning of August 25, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet directed that by August 31, all efforts must be focused on completing 100% of the unfinished houses, ensuring the commitment to the people. This is not only a target, but also a measure of the government's determination to fulfill the promise of "leaving no one behind", especially on the occasion of the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

According to the Chairman of the City People's Committee, in addition to speeding up the progress, localities need to prioritize careful review of households with limited resources. For households that have registered but lack counterpart funds or encounter obstacles during the construction process, the city encourages them to flexibly mobilize the community for additional support. At the same time, management and supervision are needed to ensure that each house is completed according to plan.

“Localities must strictly implement the payment and settlement of support funds and manage and archive records in accordance with regulations. For funds directly supported by agencies, units, organizations, individuals and businesses, the People's Committee at the commune level must make a list of beneficiaries, compile a general summary and manage records in accordance with regulations,” Comrade Luong Nguyen Minh Triet requested.

To effectively carry out the social security task, Comrade Luong Nguyen Minh Triet also requested localities to continue to propagate and mobilize people to organize the construction, repair and reinforcement of houses to ensure the criteria of durability and safety. At the same time, call for, mobilize, receive and allocate funding sources to support housing for disadvantaged households, typically support the construction of Great Solidarity houses from the "For the Poor" Fund of the Vietnam Fatherland Front Committees at all levels.
