
On August 26th, Ms. Nguyen Lan Huong, Member of the Standing Committee of the Hanoi City Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, and Mr. Pham Anh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City, chaired a social critique conference on the draft Decision of the Hanoi City People's Committee promulgating specific prices for the collection, transportation, and treatment of solid household waste for agencies, organizations, production and business establishments, concentrated production and business areas, industrial clusters, households, and individuals in Hanoi City for the period 2025-2026.
Presenting the Proposal on the Approval of Specific Prices for the Collection, Transportation, and Treatment of Household Solid Waste for Agencies, Organizations, Production, Business, and Service Establishments, Concentrated Production, Business, and Service Zones, Industrial Clusters, Households, and Individuals, Deputy Director of the Hanoi Department of Agriculture and Environment, Nguyen Minh Tan, stated: According to Decision No. 54/2016/QD-UBND dated December 31, 2016, of the Hanoi People's Committee, the price for the collection and transportation of household solid waste for individuals residing in wards is 6,000 VND/month, equivalent to 24,000 VND/household/month; for individuals residing in communes, it is 3,000 VND/month, equivalent to 12,000 VND/household/month. This fee does not accurately and fully account for all payable costs as stipulated in Decision No. 30/2020/QD-UBND dated November 26, 2020.

According to statistics from the Department of Finance, the total cost of collecting, transporting, and processing solid household waste in the city in 2024 is approximately four times the total revenue collected from households, individuals, and organizations, therefore the budget allocated to this work is very large.
On the other hand, compared to the revenue levels of many other provinces nationwide, Hanoi currently has the lowest service fee (unchanged from 2016 to the present)... This reality shows that adjusting the service fee for collecting, transporting, and processing household solid waste is necessary.
The draft Decision of the Hanoi People's Committee on the specific prices for the collection, transportation, and treatment of solid household waste in Hanoi for the period 2025-2026 stipulates: For households and individuals residing in wards, the price for the collection, transportation, and treatment of solid household waste (VND/month) is 21,000 VND (2025) and 43,000 VND (2026); in communes, it is 10,000 VND (2025) and 23,000 VND (2026). For agencies, organizations, production facilities, businesses, and service providers, the specific price is 1,175 VND/kg multiplied by the actual volume of waste generated.
Speaking at the conference, Mr. Vu Thanh Vinh, a member of the Democracy and Law Advisory Council of the Vietnam Fatherland Front Committee of the city, suggested that the price should not be doubled in the fourth quarter of 2025, in order to focus on propaganda and mobilization efforts to create consensus.
"Authorities need to make a commitment to service quality. There must be clauses binding service providers on the frequency and time of collection, and the quality of processing; there should be penalties for violations and for allowing waste to accumulate," Mr. Vu Thanh Vinh frankly stated.
According to Mr. Cao Van Quy, a member of the Council for Democracy and Law, the price adjustment needs to be reconsidered because there are only about four months left in 2025. A sudden price increase of more than seven times the current price in 2026 is inappropriate.
"In my opinion, a 3.5-fold increase (during the 2025-2026 period), as stated in item 6 of Circular No. 4187/STC-QLG dated April 14, 2025, from the Department of Finance regarding impact assessment, is appropriate. Specifically, the fee for ward areas should be 21,000 VND/person/month; and for commune areas: 10,000 VND/person/month," Mr. Cao Van Quy proposed.
Dr. Architect Dao Ngoc Nghiem stated that the Hanoi solid waste treatment plan, approved in 2014 with 17 zones, has not been implemented as planned and has not become operational in areas such as Dong Anh, Phu Xuyen, and Chuong My (former districts)... This is a factor affecting the quality of waste collection. Therefore, more attention needs to be paid to the solid waste treatment system...

Concluding the conference, the Chairwoman of the Vietnam Fatherland Front Committee of Hanoi, Nguyen Lan Huong, affirmed that the delegates unanimously agreed that increasing the price of household solid waste collection, transportation, and treatment services is necessary to gradually reduce the proportion of budget support and enhance people's responsibility in environmental protection. However, the drafting agency needs to review the name and target of the adjustment, and also needs a specific communication strategy to help people understand the reasons for the adjustment and the seven-fold increase in fees, thereby sharing and gradually adapting. In addition, there needs to be a commitment that environmental quality must also improve alongside the price increase.
In addition, Comrade Nguyen Lan Huong suggested that the drafting agency consider the proposal to apply the new fee rates from January 1, 2026. The new fee rates need to ensure transparency, accuracy, and completeness.
