In recent times, the crime and drug situation in Giao Thuy district, although controlled, still has the potential for complicated developments. Drug addicts are mainly unemployed and self-employed people. They take advantage of service businesses such as bars, karaoke bars, motels, hotels... to use drugs. In order to curb the increase in drug addicts, improve the effectiveness of the fight against and prevent drug-related crimes in the area, every year, the People's Committee of the district and the Steering Committee 138 of Giao Thuy district issue plans and documents to ensure timely implementation, serving as a basis for agencies, units, communes and towns to implement. The functional branches have well coordinated the fight against and control of drugs, drug addiction treatment, and post-rehabilitation management in the district. The propaganda, dissemination and education of laws on drug prevention and control have been focused on by Party committees, authorities, departments, branches, the Fatherland Front and organizations in many diverse forms and strongly directed propaganda activities to vulnerable subjects such as youth, fishermen on ships, boats, people residing in lagoons and coastal areas... The propaganda content focuses on the Law on Drug Prevention and Control; the harmful effects of drugs; methods and tricks of drug criminals; The role and responsibility of family and society in drug addiction treatment at home and in the community... contributes to raising awareness and sense of responsibility of all classes of people in the fight against crime and drug abuse and drug addiction treatment activities in the locality. Typically, the District Police have coordinated with communes and towns to organize campaigns to propagate laws on drug prevention and control, attracting thousands of participants; conducting calls to deter subjects with suspected signs of illegal drug use. Every year, they have coordinated to organize peak campaigns on drug prevention and control in response to the implementation of "International Day against Drug Abuse" and "National Day against Drug Abuse" (June 26). Coordinated to organize rallies, parades, campaigns to propagate and educate on drug laws; organized campaigns to prevent and fight crime; mobilized households to sign a commitment not to violate drug laws; Mobilize subjects and families with children using drugs to effectively implement drug rehabilitation and reintegrate into the community, contributing to maintaining security and order in localities.

In addition to propaganda, mobilization and prevention work, Giao Thuy district has strengthened the direction of the fight against drug-related social evils and crimes in conjunction with the fight against crime, maintaining political security and social order and safety in the locality. The district police have focused on promoting the fight against drug-related crimes, launching peak campaigns against drug-related crimes, especially during the Lunar New Year and during the Action Month against Drugs; implementing professional measures, putting them under professional management; organizing the fight against drug-related social evils. Every year, the district police coordinate with the functional departments of the provincial police to review and evaluate basic professional work, make a list of subjects showing signs of retail, the number of addicts and suspected addicts in the area, identify key and complicated areas, complex points and gathering places, inter-district and inter-provincial drug lines. Giao Thuy District Police have opened a basic investigation file and built a plan to collect relevant documents in 5 areas: Preventing and combating illegal drug production; preventing and combating illegal drug trafficking and transportation; preventing and combating the organization and harboring of illegal drug use; controlling legal activities related to drugs. At the same time, focusing on resolving situations related to the area; coordinating with the Provincial Police's professional departments to resolve lines and subjects with sophisticated and complicated methods of operation. From 2019 to present, Giao Thuy District Police have arrested and punished 586 cases, with 651 subjects for acts of illegal possession of drugs, illegal use of drugs. Arrested and prosecuted 261 cases, with 269 defendants for the crimes of: illegal purchase, sale, possession of drugs; harboring illegal drug use... Thereby, the situation related to drug crimes and drug abuse in the district has been basically controlled, and complicated drug-related issues have been resolved.

Regarding drug addiction treatment and post-treatment management, the District People's Committee directed functional agencies to develop plans for drug addiction treatment; coordinate and inspect communes and towns in organizing drug addiction treatment for addicts, focusing on reviewing drug addicts in the area to put them under management as well as organizing and mobilizing drug addiction treatment at home and in the community, and compulsory drug addiction treatment at drug addiction treatment facilities of the province according to regulations. In 2022, the District Police established 24 files according to Decree 116/CP, established 75 files according to Decree 120/CP for drug addicts; organized Methadone treatment for more than 700 addicts. After detoxification, people are recorded in a monitoring book, their efforts are evaluated, and the Drug Rehabilitation Working Group of communes and towns helps guide people after detoxification to isolate themselves from the drug environment, prevent relapse, and through poverty reduction and job creation programs, introduce jobs suitable to the health status of people after detoxification. On the other hand, Party committees, authorities and social organizations regularly visit and encourage people after detoxification so that they can feel secure and integrate into the community.

With the synchronous and effective implementation of professional measures and the mobilization of the entire political system and people, the functional forces of Giao Thuy district have gradually reduced drug crimes, contributing to maintaining the stability of security and order, serving the socio -economic development in the area. In the coming time, the district will continue to effectively implement Directive No. 36-CT/TW of the Politburo on enhancing the effectiveness of drug prevention, control and combat. Organize activities to propagate, disseminate and educate the law, prevent and combat drugs, focusing on high-risk groups; maintain, improve the quality and replicate effective drug prevention and combat models at the grassroots level... Strengthen the inspection and guidance of the People's Committees at the commune level in drug prevention and combat; especially the monitoring, screening and identification of drug addicts to promptly mobilize them to participate in drug rehabilitation, and implement drug rehabilitation at home and in the community. Commune-level People's Committees strengthen the work of compiling records to apply administrative education measures at communes, wards and towns and apply measures to send to compulsory drug rehabilitation facilities for those who do not voluntarily register to quit their addiction at home or in the community. District police coordinate with Ba Lat Border Guard Station and Quat Lam Border Guard Station to strengthen professional prevention measures, combined with social prevention; organize inspections and destroy drug hotspots, gathering places and complicated areas. Promote socialization, actively mobilize support sources from domestic and foreign enterprises, organizations and individuals to contribute resources to drug prevention and control activities and drug rehabilitation. Have policies to support and encourage organizations, enterprises and production facilities to receive, provide vocational training and create jobs for post-rehabilitation drug addicts to integrate into the community./.
