On October 30, information from the Thanh Hoa Department of Health said that it is requesting consideration of disciplinary action against individuals and groups related to violations at the Thanh Hoa Medical Assessment Center (GĐYK).
Through inspection, authorities discovered many violations occurring at Thanh Hoa Medical Assessment Center.
According to known documents, in 2022 - 2023, there were 29 cases where the results of the GDYK were changed compared to the original assessment records. Of which, in 2022, there were 9 cases and in 2023, there were 20 cases that were corrected (including 24 cases of disability assessment, 3 cases of occupational accident assessment, 2 cases of assessment upon request).
Regarding this matter, Mr. Nguyen Van Tai, Director of Thanh Hoa Medical Examination Center, Permanent Vice Chairman (the person authorized to chair the meetings of the Medical Examination Council and sign the Medical Examination minutes) admitted that he personally edited and changed the examination content and appraisal results in the minutes of 29 cases.
Specifically, Mr. Tai edited and changed the conclusion of the disability assessment from mild to severe or from severe to extremely severe. For cases where the assessment concluded on the rate of bodily injury, the correction increased the rate of bodily injury higher than the results currently stored in the unit's assessment records.
Explaining to the professional agency of Thanh Hoa Department of Health, Mr. Tai said that the purpose of the revision is to help the appraisal cases benefit from the state's regulations for the disabled, people with work accidents and the rights of people participating in contracts with insurance companies.
The amount of money that the cases with corrected results have benefited up to the inspection date of September 30, 2024 is estimated at about 459 million VND.
Not only did it commit violations in medical examination, Thanh Hoa Province's Family Planning Center also illegally examined patients.
The inspection results of the Department of Health showed that on April 21, 2023, the polyclinic of the Thanh Hoa Provincial General Clinic was newly announced as a medical examination and treatment facility qualified to provide health examinations, but in 2022, the unit organized the provision of health examination services to Thanh Hoa Water Supply Joint Stock Company.
In 2022 and 2023, the unit signed two health check-up contracts with Thanh Hoa Water Supply Joint Stock Company. To carry out this contract, the unit had to hire human resources and hire to do various tests and X-rays.
Checking the Center's health examination and treatment facility declaration records and the reality shows that the unit has not arranged enough clinical and paraclinical examination rooms according to regulations (lack of specialized departments of Surgery, Obstetrics, Dermatology, Ophthalmology, X-ray room...) to examine and detect health status according to health standards.
In response to this incident, the Department of Health has issued a notice to remove the Clinic under the Medical Assessment Center from the updated list of medical examination and treatment facilities qualified to conduct health examinations.
For violations through inspection and examination, Thanh Hoa Department of Health will have a plan to withdraw the medical examination records sent to 29 cases who are enjoying the regime and benefits; send a document notifying the results to the People's Committees of the districts: Hoang Hoa, Yen Dinh, Tho Xuan, Ha Trung, Hau Loc, Thanh Hoa City, the provincial Social Insurance agency, Vietnam Bank for Agriculture and Rural Development Insurance Joint Stock Company, Manulife Vietnam Company Limited to know to withdraw the 29 medical examination records and force the return of illegal profits obtained from changing the medical examination results.
Currently, the specialized unit of the Department of Health has transferred the case file of the violation of Mr. Nguyen Van Tai, Director of Thanh Hoa Medical Assessment Center, to Thanh Hoa Provincial Police to investigate and clarify the violation.
It is known that every year, Thanh Hoa Medical Assessment Center receives and conducts medical assessment for thousands of cases to determine the rate of disability and physical injury as a basis for enjoying state policies and regimes and receiving support from life insurance units. Specifically, in 2022, Thanh Hoa Medical Assessment Center received 1,730 applications, in 2023 received 2,228 applications.
