Speaking at the workshop “Human resource development - a prerequisite for digital economy and green growth” on August 11, Mr. Phong Anh - an AI expert from the training project of Meta Group and Hanoi National University - said a worrying reality is that many business owners “threaten” to use AI to replace human resources, or ask employees to find AI tools that can do their jobs.
“We should use AI to activate the mind, not to replace it,” he emphasized, adding that the human mind needs to be placed in higher positions such as creativity, desire to explore and social empathy,” said Mr. Phong Anh.

In fact, AI is posing many challenges to the labor market. Data from Layoffs.fyi shows that in 2023 alone, the number of technology employees laid off is higher than the total of 2020 and 2021, with Amazon, Meta, Google and Microsoft among the highest layoffs. In Vietnam, a report by the Vietnam Chamber of Commerce and Industry (VCCI) and the General Department of Vocational Education shows that 70% of jobs in labor-intensive industries such as textiles, footwear, and electronics assembly are at risk of being replaced by robots and AI within the next 10 years.
Mr. Phong Anh acknowledged the phenomenon of "dependence on AI" but said it was not yet widespread; at the same time, he recommended that businesses should build a culture of criticism and comparison between machine and human opinions .
According to him, the biggest challenge for businesses is not competition in the industry, but the risk of obsolescence. With the current pace of technological development, most of the workforce will need to be retrained within the next two years, or else it will be divided into three groups: high-income group proficient in AI, group doing manual work that does not use technology, and group of jobs that are replaced by AI .
At the macro level, Mr. Nguyen Khanh Long, Deputy Director of the Department of Employment (Ministry of Home Affairs) proposed the need for a national strategy for human resource development associated with digital transformation and green growth, along with a national database on digital and green human resources to forecast employment trends, job loss risks and new skill requirements .
