Transfer of MPLIS technology to 6 districts in the project area

The conference was attended by more than 200 delegates, including officials and experts from the Department of Natural Resources and Environment of 12 districts and cities; the Land Registration Office and its branches; the Center for Natural Resources and Environment Information Technology and cadastral officials of 204 communes, wards and towns.

The Project on Strengthening Land Management and Land Database (VILG) was approved by the Prime Minister in the project list in Decision No. 930/QD-TTg dated May 30, 2016.

On that basis, the People's Committee of Son La province approved the Project "Strengthening land management and land database", borrowing capital from the World Bank in Decision No. 2762/QD-UBND dated November 18, 2016; assigned the Department of Natural Resources and Environment as the investor; implementation period 2016-2021.

The project is implemented in 6 districts: Phu Yen, Yen Chau, Mai Son, Moc Chau, Song Ma, Van Ho; including 3 main components: Improving the quality of land service provision; building land database and operating on multi-purpose land information system (MPLIS) and Project Management component.

In December 2021, the Ministry of Natural Resources and Environment adjusted the project implementation period in Decision No. 2531/QD-BTNMT dated December 22, 2021. On May 24, 2022, the People's Committee of Son La province issued Decision 912/QD-UBND adjusting the project feasibility study report; implementation period until June 30, 2023.

To date, the construction of the land database and the procurement of equipment for the project districts have been completed. In 2022, the Management Board of the Strengthening Land Management and Land Database Project with World Bank loans has purchased and delivered equipment including scanners, photocopiers, printers, graphic workstations, etc. to the Registration Office and 6 branch offices. At the same time, desktop computers and A4 printers were delivered to the land administration offices of the communes in the 6 project districts.

Delegates attending the Conference were transferred MPLIS technology at the commune level, contributing to improving the effectiveness of land management in the province.

Speaking at the opening of the Conference, Mr. Nguyen Tien Duong, Deputy Director of the Department of Natural Resources and Environment, said: Today, the Department of Natural Resources and Environment organized the transfer of MPLIS technology at the commune level to ensure the decentralization of system administration to the Department's leaders and IT officers; decentralization of system management to the Department's leaders, leaders and specialists of the Land Division, and the Registration Office; decentralization of system usage to create and process land-related operations on the basis of system data; decentralization of information exploitation and confirmation to commune-level land officials.

In addition, the Conference also invited 6 remaining districts and cities not in the project area to grasp and operate the MPLIS multi-purpose land information system, manage, use and exploit land information on the land database operation software, land database management and exploitation operations using VBDLIS software to ensure consistency and synchronization throughout the province. Thereby, contributing to the effective operation and exploitation of the national multi-purpose land information system, meeting the requirements of the digital economy.

At the conference, delegates were trained by central and provincial lecturers on MPLIS technology transfer at the commune level; management and exploitation of land databases using provincial VBDLIS software. At the same time, they discussed, exchanged and resolved difficulties in the process of practical application.
