Lieutenant Colonel Luong Vinh Phuc said: “The unit carried out the mission over a large area, the troops were dispersed in 4 communes, 9 villages, the end location was about 100km, the roads were landslides, muddy, cut off, there were places without phone signal, the workload was large, but with "orders from the heart", we were determined to overcome the difficulties, coordinate with the Party Committee, government and local people to rebuild completely collapsed houses, build temporary houses, urgently evacuate households out of dangerous areas to protect people's lives and property".
Among the soldiers on duty here, we met Sergeant Mui Anh Khoi, 60mm mortar squad leader, Company 2 (Battalion 7, Regiment 98). Taking advantage of the break, Sergeant Mui Anh Khoi confided: "My house is in Nhan Noc village, Ta Khoa commune, Son La province. I was assigned by the unit commander to return to my hometown to carry out the task of helping the people. Although it is difficult and tiring, with the responsibility of a soldier, I am very happy to contribute part of my efforts to help my fellow countrymen stabilize their lives soon."

According to comrade Thao A Su, Secretary of the Chieng So Commune Party Committee, nearly a month after the historic flood in Dien Bien and Son La provinces, currently, in the commune, there are 14 houses that have completely collapsed, and 18 houses have to be urgently relocated. In addition, during the construction of resettlement houses, temporary shelters had to be built for 16 households. Due to the rugged terrain, roads in some places are cut off, along with heavy rain, it is difficult for cars to transport materials.
“Fortunately, hundreds of soldiers from Division 316 came to help the people. The images of soldiers climbing mountains and wading through streams to transport materials, and building each house, warmed the hearts of the people here,” said comrade Thao A Su.
Accompanying the army and other forces to build houses for the people, the Party committees and authorities of the communes assigned militia, youth, women... to carry baskets of bricks, bags of cement, and baskets of sand up the hills; the people in the villages joined hands with the cadres and soldiers to build new houses - houses of faith and hope.
Mr. Lo Van Thuong, in Bang village, Chieng So commune, was moved: "My family is one of the households in the village that was considered for support to build a new house in the first phase. The soldiers and other forces helped my family to soon stabilize their lives and have a safe place to live."
