New opportunities for Ca Mau to take advantage of attracting investment in its strengths

During the preparation phase for the operation of the two-level government nationwide, the leaders, authorities and businesses of Ca Mau province agree with the new policy, hoping to create a new wind and new opportunities for sustainable development of Ca Mau cape.

The new space will create new momentum for business development and attract investment.

According to statistics from the Department of Finance of Ca Mau province, since the beginning of the year, 302 new enterprises have been established, with a total registered capital of VND 1,916.4 billion, an average registered capital of VND 6.3 billion/enterprise (in the same period in 2024, there were 227 newly established enterprises, with an average registered capital of VND 5.5 billion/enterprise). At the same time, 7 new investment projects have been attracted, with a total registered capital of VND 324.1 billion.

The province currently has 5,624 enterprises (excluding dissolved and revoked enterprises), with a total registered capital of VND 66,687 billion. Up to now, there are 465 investment projects in operation in the province, with a total registered capital of VND 147,356.4 billion (including 11 FDI projects, with a total registered investment capital of USD 171.5 million).

Ca Mau City - the southernmost urban center of the country is changing every day.

For many consecutive years, Ca Mau has been assessed as a province with rapid progress in improving the investment and business environment, management quality, and enhancing the competitiveness of Ca Mau province. According to the announcement of the Vietnam Federation of Commerce and Industry (VCCI), the Provincial Competitiveness Index (PCI) of Ca Mau province in 2024 ranked 28/63 provinces and cities nationwide, ranked 7/13 in the provinces and cities in the Mekong Delta region compared to 2023, belonging to the group of 30 provinces and cities with good management quality on the PCI map nationwide.

Ca Mau province always clearly identifies the spirit of accompanying enterprises as the core of its investment attraction and economic growth policy. Enterprises are not only investors, but also partners, a force accompanying local authorities in economic development. Therefore, Ca Mau always proactively listens, resolves difficulties and creates the most favorable conditions for investors to implement projects quickly and effectively.

The province is implementing a series of preferential policies on tax, land and administrative procedures: on corporate income tax, applying a rate of 10-17% during the preferential period, exempted for 2-4 years, reduced by 50% in the following years, depending on the investment sector and location. Exemption and reduction of land rent for projects in investment incentive sectors such as clean energy, seafood processing, eco-tourism. Applying a one-stop model, shortening the time to process investment dossiers from 30 days to less than 15 working days...

Mr. Le Hoang Phuoc - Chairman of the Ca Mau Province Business Association agreed with the Government's policy of merging the two provinces of Ca Mau and Bac Lieu. This policy will create new space and new resources for the development of each region and locality, especially creating many new opportunities for businesses of the two provinces with quite similar industries, especially in the field of marine economic development, to join together to create new values, join forces to promote potential strengths, create more resources to contribute to socio-economic development and economic growth of Ca Mau cape.

Mr. Nguyen Duc Thanh - Director of Ca Mau Department of Finance said that in order to attract investment in Ca Mau province, especially in the preparation phase for the operation of the new Ca Mau province in early July 2025 (merging the two provinces of Ca Mau and Bac Lieu), the province is focusing on solutions such as improving the investment environment, enhancing service quality, and completing infrastructure, especially transportation, to connect with major economic centers.

In addition, Ca Mau also has strengths in marine economy, fisheries, renewable energy and eco-tourism, which are being exploited by the province to attract investment, improve service quality, bring many benefits to people and businesses, including providing information, supporting administrative procedures, especially removing bottlenecks such as developing and completing infrastructure, especially focusing investment resources on transport infrastructure, especially connecting with major economic centers, is one of the priorities of the province.

Transportation goes first, paving the way for Ca Mau Cape to develop in the new era.

According to the 2025 Public Investment Plan, Ca Mau province is focusing on accelerating the implementation and disbursement progress. By June 16, 2025, the value of public investment capital disbursement reached about VND 1,809.5 billion, equal to 26.7% of the capital plan (in the same period in 2024, VND 1,396.9 billion was disbursed, equal to 26.7% of the capital plan).

Ca Mau is focusing on accelerating the implementation of key projects and works of the province such as: Can Tho - Ca Mau Expressway (to be completed in 2025), this route will shorten the connection time between Ca Mau and major economic centers such as: Can Tho City, Ho Chi Minh City and the Southeast region. Project to upgrade and expand U Minh - Khanh Hoi route; Project to upgrade and expand Cai Nuoc - Vam Dinh - Cai Doi Vam route; Project to invest in building Phan Ngoc Hien Square... Implementing the project to expand and upgrade Ca Mau airport, expected to be completed and put into use in the second quarter of 2026.

Tourists visiting Ca Mau Cape

Coordinate with ministries, branches and central agencies to carry out procedures to prepare investment in key and dynamic projects in the province such as: Ca Mau - Dat Mui Expressway; Hon Khoai Port and the road connecting the mainland to Hon Khoai Island; upgrading and expanding national highways through the province; coastal roads of Ca Mau province.

The management and maintenance of transport infrastructure has been strengthened according to the plan, with regular maintenance of 19 road works and 03 waterway works being carried out. Since the beginning of the year, 123 km of concrete roads have been completed, equal to 61.5% of the plan, down 22 km compared to the same period...

According to Resolution No. 13-NQ/TW dated April 2, 2022 and the Mekong Delta Regional Planning for the period 2021-2030, with a vision to 2050, Ca Mau is oriented to be the coastal sub-regional center, the energy and seafood processing center of the region, and at the same time the national center for eco-tourism and oil and gas services.

Major projects currently underway and about to be implemented in Ca Mau include: Can Tho - Ca Mau Expressway (completed in 2025), Ca Mau - Dat Mui Expressway, upgrading Ca Mau Airport, Hon Khoai General Seaport and the connecting road to Hon Khoai Island. In addition, the province is proposing to develop Hon Khoai Island cluster into a key economic zone associated with national defense and security, in which Hon Khoai Deepwater Port will play the role of an export and international transit center.

Mr. Nguyen Minh Luan - Vice Chairman of the People's Committee of Ca Mau province emphasized that with unique natural advantages, strategic geographical location, increasingly complete infrastructure and transparent investment environment, the investment environment is increasingly improved clearly along with the determination to build a transparent and friendly public administration to effectively serve the people, businesses and investors, Ca Mau is strongly striving to become the leading attractive destination for investors in the fields of marine economy, renewable energy, green energy, making Ca Mau an important renewable energy production base of the South and the whole country, together developing marine economy, sea and island tourism in Ca Mau are important spearheads to bring the socio-economic growth of Ca Mau province to firmly accompany the development of the country in the new era.
