At the Conference between the Ministry of Justice and Working Group No. 3 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation (Steering Committee) on the deployment of new national and specialized databases, Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, Deputy Head of the Steering Committee's Working Group, said that among the 11 key national and specialized databases; 116 specialized databases and other databases that need to be reviewed, there are many databases of the Ministry of Justice .
In particular, the civil registration database can be said to be one of the "backbone" national databases, closely linked to citizens. Without this database, it will be extremely difficult to implement administrative procedure reforms and public services related to citizens, businesses and other organizations.
The Steering Committee's Working Group has identified the civil status database as a breakthrough to resolve key issues related to citizens' rights and legitimate interests in implementing administrative procedures as well as public services.
The Working Group reported to the Central Steering Committee and the Government to select the Ministry of Justice as the first working place of the Working Group to review and evaluate all databases of the Ministry of Justice in 4 groups.
Specifically, it includes a group of databases that have been built and are operating; a group that is under construction; a group that has been built but not yet operational; and a group that must be built in the near future. On that basis, a detailed plan will be drawn up by the Ministry of Justice with the support and companionship of technology enterprises, facilitating the digital transformation process.
Minister of Justice Nguyen Hai Ninh affirmed that the Ministry of Justice is one of the leading ministries in digital transformation, typically the civil status database and many other specialized databases of the Ministry have been deployed very early. However, the Minister also admitted that the Ministry of Justice has not "reached the finish line early" and there are still many issues that need to be reviewed.
Therefore, the Ministry of Justice is determined to carry out digital transformation because of the great benefits that this process brings.
Notably, by July 20, 2025, the Ministry of Justice had completed the conversion of 401 million data to the Common Civil Status Registration and Management Information System. The Ministry will continue to coordinate with the standing agency and enterprises to survey the current status of databases, research and develop plans to deploy the remaining databases, as well as develop an overall data strategy for the Ministry and the Justice sector.
Deputy Minister Nguyen Van Long suggested continuing to review all databases in one more step according to the 4 identified groups. At the same time, based on the functions, tasks and powers of the Ministry of Justice, it is also necessary to determine the data that will be formed in the future, not stopping at the data that is being reviewed.
The Ministry of Justice and its partners need to pay attention when building databases related to people, using results from the national population database to ensure data synchronization and consistency and avoid waste.
For these 6 databases, the Ministry of Justice has reviewed and classified them into 4 groups. Specifically, 2 databases have been built and are being used effectively, which are the electronic civil status database and the database on security measures. Currently, there are 4 databases under construction, including the legal aid database, the civil enforcement database, the national database on handling administrative violations and the notary database.
