National Assembly delegate Nguyen Thi Viet Nga stated that, according to the report of the Ministry of Labor, War Invalids and Social Affairs, most colleges and intermediate schools in the vocational education system enroll and train students who have graduated from junior high school. However, the reality is that many students who have graduated from junior high school cannot pass the entrance exam to public high schools. Therefore, they choose to study at these intermediate schools only for the purpose of obtaining a high school diploma and then continuing to take the entrance exam to universities.
“There is a huge waste in vocational training. Has the Ministry of Labor, War Invalids and Social Affairs conducted a specific survey on this issue and what are the Ministry’s solutions to overcome it in the near future?”, National Assembly delegate Nguyen Thi Viet Nga asked.

The second question that Delegate Nguyen Thi Viet Nga sent to Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung was: “In recent years, the number of Vietnamese workers going to work abroad has increased rapidly, however, the number of people being tricked into going abroad to work under various forms is also quite large, causing serious consequences. What is the cause of the above situation, according to the Minister? What are the solutions that the Minister will take to overcome it in the coming time?”
Responding to the question, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung frankly acknowledged that the question of Delegate Nguyen Thi Viet Nga was appropriate. However, the Minister also shared that "in fact, attracting students to vocational schools is not easy at present".

Minister Dao Ngoc Dung explained: “Currently, most children go to vocational schools for the three reasons I mentioned at the beginning. Recently, why has the number of children studying vocational secondary schools increased? Because we are applying a new principle and method, which is 9+ and the Kosen model of Japan, which means that after graduating from junior high school, students go straight to vocational schools, studying both culture and vocational training. When they graduate, they will have a vocational certificate but also graduate from high school according to the standards and regulations of the Ministry of Education and Training . Is there any waste? We have not yet carefully evaluated this, but we think it is not completely wasteful. Because if children go to vocational schools after graduating from high school, if they study high school, it will take another 3 years. Thus, studying both a profession and culture will shorten the time, it is more adaptable and creates more favorable conditions for children to participate in the labor market immediately after graduation”.
According to Minister Dao Ngoc Dung, this model is not only applied in Vietnam but also in developing countries, especially Japan, even Canada and Germany encourage this model. The Minister emphasized: "In Directive 21 dated May 4 of the Secretariat, there was also a conclusion on this issue. We listened to the opinions of the delegates and will re-evaluate to see what its real effectiveness is so that we can adjust it more appropriately."
Regarding the question "the number of Vietnamese workers going abroad is increasing but there are many cases of fraud", Minister Dao Ngoc Dung said: "The number of Vietnamese workers going abroad in 2022 is 142,000, accounting for approximately 10% of the number that we handle in a year and this number is usually about 10%, the highest year is 153,000. This number is sent by licensed companies and enterprises. Currently, there are 482 licensed enterprises and people going through enterprises are rarely scammed".

The Minister further analyzed: “I would also like to clarify the spirit like this, the majority of those who were deceived are “ghost companies”, unlicensed companies or fraud companies. I say even disguised and these cases we have worked with the authorities and localities to handle many. There are also some cases where the company is licensed but also fraudulent, fraudulent from both sides, the other side also deceives, this side also deceives. There are two types of fraud here, one is to deceive to collect higher brokerage fees; the second is not in the right field of training, going to the wrong job, in the end when going there, they have to return or have bad things, have to hide and stay. Recently, the Ministry has also imposed many penalties.”
“I report that in 2022, inspectors handled and penalized 62 enterprises, mainly with fines, and 4 enterprises had their licenses revoked. To overcome this problem, we will carry out synchronous solutions, including propaganda, handling violations, strengthening inspection and examination…”, said Minister Dao Ngoc Dung.
