Regarding the nearly 50 billion VND hui collapse in Dong Nai , the Dong Nai Provincial Police Department has prosecuted and temporarily detained the hui owner Tran Quoc Huy (37 years old, residing in Dong Nai), owner of Huy Thinh Phat Real Estate Office, to investigate the act of "fraudulent appropriation of property".

Accordingly, after a period of investigation, on January 25, the Dong Nai Provincial Police Department issued a decision to prosecute the case, prosecute the accused and issue an arrest warrant for Tran Quoc Huy. His wife, Nguyen Thi Hoai Huong (34 years old, residing in Ho Chi Minh City), was also prosecuted with her husband but was released on bail for investigation.

The above decisions were approved by the Dong Nai Provincial People's Procuracy. On January 31, the Dong Nai Provincial Police Department delivered the above decisions and searched the residence, confiscating relevant documents to serve the investigation.

Initial investigation results determined that since 2019, Huy and his wife opened many rotating savings and credit association chains attracting hundreds of people in Dong Nai province and neighboring provinces to participate in the form of weekly and monthly rotating savings and credit associations. By early 2022, Huy and his wife were losing money and were no longer able to repay their debts and make payments. However, Huy continued to open many other rotating savings and credit association chains.

On May 26, 2023, Huy suddenly posted information on social media announcing the collapse of the hui. Upon reading the information, hundreds of people participating in the hui went to Huy Thinh Phat Real Estate Office (Lo 25 Commune, Thong Nhat District) owned by Huy and his wife to demand money from the hui, causing disorder.

The local authorities coordinated with Thong Nhat District Police to receive the complaint and then transfer the file to the Dong Nai Provincial Police Department for investigation according to their authority. According to Dong Nai Provincial Police, preliminary statistics show that the total amount of money Huy and his wife appropriated was about 49 billion VND from 337 individuals.
