Faced with the complicated developments of storm No. 3 (Wipha), Thanh Hoa province authorities urgently communicated and called on ships operating at sea to return to safe shelters.

Specifically, the authorities have notified boat owners to find safe shelters or move out of the danger zone; and instructed boats, including fishing boats, tourist boats and transport ships, to anchor at planned shelters. Along with that, there are plans to relocate and reinforce aquaculture cage systems and floating houses to limit damage when the storm makes landfall.

To proactively respond to storm No. 3, on the afternoon of July 20, the interdisciplinary working group including: Fire Prevention, Fire Fighting and Rescue Police Department of Thanh Hoa Provincial Police, Border Guard Station 122, Border Guard Squadron 2, Sam Son Ward Police and Nam Sam Son Ward Police conducted a field inspection of the organization of anchoring of boats to avoid storms at Lach Hoi Port area, anchoring points in Sam Son Ward and Nam Sam Son Ward.

By 4:00 p.m. on July 20, in Sam Son ward, about 506/514 vehicles (including fishing boats, boats, rafts, rafts, etc.) had come ashore to take safe shelter at Lach Hoi Port, storm shelters, and neighboring fishing ports. In particular, at Lach Hoi Fishing Port, there are currently about 40 fishing boats with a length of 15m or more temporarily anchored, and it is expected that these fishing boats will move to the storm shelter this morning.

At the time of the actual inspection by the working group, there were about 126 fishing boats safely anchored in the storm shelter, with no one on board. The remaining 8 vessels, mainly rafts fishing near the shore, were urgently notified by the authorities and asked to return to shore before bad weather occurred.

In Nam Sam Son ward, where a large number of small vehicles such as boats, rafts, and rafts were concentrated, by the afternoon of the same day, all 625 vehicles had been brought ashore to safe shelter in 4 main areas: Quang Vinh culvert (about 60 vehicles), Quang Vinh beach (200 vehicles), Quang Hung beach (268 vehicles) and Quang Dai beach (97 vehicles). Authorities confirmed that no residents were still staying on the vehicles.

During the on-site inspection of the ship and boat mooring areas, the working group worked with the Lach Hoi Port Management Board and the port and vehicle owners on the strict implementation of incident prevention measures in extreme weather conditions, and absolutely not being subjective or negligent in storm prevention and control. The Port Management Board needs to urgently organize and arrange ships and boats at safe mooring places. Regularly monitor, notify, count, and guide vehicles to avoid safety.

For ship and boat owners, it is necessary to pay attention to implementing fire prevention, fire fighting and rescue safety measures before leaving the ship, such as: turning off all power sources, locking gas tanks, arranging flammable items neatly, not leaving them near heat sources; not sleeping or returning to the ship during storms. Regularly keep in touch with the pier owner and functional forces to promptly mobilize and respond when an emergency situation occurs.
