Announcement of the 1/2000 scale zoning plan for Le Chan district to 2040

(Haiphong.gov.vn) - On the afternoon of June 25, the People's Committee of Le Chan District held a Conference to announce the 1/2000 scale zoning plan of Le Chan District until 2040. Attending the Conference were comrades: Tran Thu Huong, Member of the City Party Committee, Secretary of the District Party Committee; Pham Van Tan, Permanent Deputy Secretary of the District Party Committee, Chairman of the District People's Council; Nguyen Hoang Linh, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee; representatives of a number of city departments, branches and offices, sectors, unions, units, wards and schools in the district.

At the Conference, the representative of the Department of Construction announced the Decision of the City People's Committee on approving the 1/2000 scale zoning plan of Le Chan district until 2040.

Representatives of the Department of Construction presented the Decision and handed over planning documents to the People's Committee of Le Chan district and the People's Committees of wards in the area.

Accordingly, the planning scope includes the entire administrative boundary of Le Chan district (including 15 wards: Cat Dai, An Bien, Lam Son, An Duong, Tran Nguyen Han, Ho Nam, Du Hang, Trai Cau, Hang Kenh, Niem Nghia, Nghia Xa, Du Hang Kenh, Dong Hai, Vinh Niem, Kenh Duong). Planning boundaries: to the north borders Hong Bang district, to the south borders Duong Kinh district, to the east borders Ngo Quyen district, to the west borders Kien An district and An Duong district.

The area is about 1,190.6 hectares. With the goal of concretizing the general planning of the city and the plan to arrange the administrative units of wards in the district, serving the work of urban management, exploiting and using land according to the planning; developing the formation of a historical inner city, the economic , cultural, scientific and technical center of the city, the commercial, service and tourism center of the Northern coastal region; connecting historically with the contemporary city and preserving the cultural values ​​of the port city; gradually modernizing, supplementing and perfecting the social infrastructure system, technical infrastructure; promoting the role as the nucleus, an important traffic hub of the city and the whole country.

Speaking at the Conference, Comrade Nguyen Hoang Linh, Chairman of the People's Committee of Le Chan District emphasized that in order to effectively implement the set planning goals and orientations, departments, branches and localities need to focus on promoting propaganda and widely publicizing the content of the 1/2000 scale zoning plan of Le Chan District to 2040 to all levels, branches, business community and people, creating high unity in the process of organization and implementation.

On the basis of arranging and merging 7 ward administrative units to establish 2 new wards, Le Chan ward and An Bien ward, officially operating from July 1, 2025, the Chairman of the District People's Committee requested the Economic, Infrastructure and Urban Departments in the 2 wards to continue advising the Ward People's Committee to develop a Plan to implement the Zoning Plan to ensure it is suitable for the socio-economic development situation and in accordance with legal regulations.

In addition, it is necessary to organize the implementation of "border marker planting" to determine and mark the boundaries of land plots, roads, and construction works planned to be built in accordance with approved planning and design; ensure the management, use of land, and construction in accordance with the law and planning orientation. At the same time, effectively exploit the role of zoning planning in urban management and development, contributing to concretizing the city's general planning, orienting land use, defining the functions of areas, ensuring synchronization and harmony between functional areas.

The Chairman of the District People's Committee requested the City People's Committee and the Department of Construction to continue to pay attention to directing and guiding the People's Committees of Le Chan and An Bien wards to implement and manage the planning in the coming time.
