On March 13, Syrian interim President Ahmed al-Sharaa approved a temporary "constitutional declaration", laying the legal foundation for a five-year transition period to rebuild the country's political and legal systems.

The "Constitutional Declaration", drafted by a specialized constitutional committee, expresses the aspiration to build a "new Syria" but still retains the official name of the Syrian Arab Republic.
The AP news agency quoted Abdulhamid Al-Awak, one of seven members of the committee tasked with drafting the interim constitution, as saying that the document maintains some provisions from the previous constitution, including the provision that the head of state must be a Muslim and that Islamic law is the main source of law.
Notably, the main contents of the provisional "Constitutional Declaration" stipulate the protection of freedom of speech, press, media and publication; ensuring property rights according to the Constitution; ensuring equality in education and employment for women, and creating conditions for women to fully participate in economic and social life.
In addition, the provisional "Constitutional Declaration" also mentions political and legal reforms. Specifically, the National Assembly is given more power, including the right to summon and question ministers, vote of no confidence or limit the power of the president.
The document dissolves the current Constitutional Court, abolishes anti-terrorism courts established by the previous government and plans to build a new judicial system during the transition period.
"We hope this will be a good start for the Syrian people on the path of construction and development," Syrian interim President al-Sharaa said on television after the signing ceremony of the "constitutional declaration".
The adoption of the "Constitutional Declaration" is considered an important step in Syria's political transition to meet the requirements of long-term stable development. It is also an important milestone in the country's reconstruction after recent political upheavals.
