Announcement of the decision to conduct thematic audits in Ninh Binh province

Attending the conference on the side of the State Audit were comrade Doan Chien Thang, Chief Auditor of State Audit Region XI; members of the Audit Team.

Provincial delegates included comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, localities and audited units.

At the conference, Deputy Chief Auditor of State Audit Region XI Nguyen Dinh Hoa announced Decision No. 1355/QD-KTNN of the State Auditor General on auditing the Special topic on regulation, management and use of land use fee revenue for socio-economic development investment in 2023 according to the Resolution of the Provincial People's Council and the Special topic on management and leasing of public land for the period 2022-2023 in Ninh Binh province.

The objective of this audit is to assess the truthfulness and reasonableness of information, regulatory data, financial information (investment capital, investment implementation costs) of projects; assess compliance with the Resolution of the Ninh Binh Provincial People's Council on regulation, management and use of land use fee revenue for investment in socio-economic development; assess compliance with the law, economy, effectiveness and efficiency in the management and leasing of local public land; detect shortcomings and inadequacies in mechanisms and policies to recommend to competent authorities for amendments and supplements; promptly detect acts of corruption, waste and violations during the implementation process to recommend handling in accordance with the provisions of law.

The audit content focuses on the regulation, management and use of land use fee revenue for investment in socio-economic development; investment capital, investment costs for implementing projects; compliance with laws, investment management regimes, construction, finance, accounting and other relevant legal policies; compliance with legal provisions in the management and leasing of public land, accounting and management of revenues and revenue sources from public land.

The audit scope is 2023 and the relevant previous and subsequent periods of the audited units. The detailed audit of projects is calculated from the project implementation date to June 30, 2024. Audit period: 45 days from the date of announcement of the Audit Decision.

According to the Decision, there will be 9 units audited this time. Of which, 3 are general units: Department of Finance, Department of Planning and Investment, State Treasury and 6 districts and cities in the province including: Ninh Binh city, Tam Diep city, Kim Son district, Yen Khanh, Yen Mo, Gia Vien.

Speaking at the conference, Comrade Doan Chien Thang, Chief Auditor of State Audit Region XI, hoped to receive close coordination from Ninh Binh province and audited units to effectively implement the audit tasks as required. At the same time, he emphasized that during the working process, the Audit Team will have an early and specific plan to avoid affecting the normal operations of audited units.

Briefly informing the Audit Delegation about the results of the province's socio-economic development in the first months of the year, Comrade Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, respectfully thanked the State Audit for always accompanying Ninh Binh province in that development process.

Emphasizing that Ninh Binh province is determined to become a centrally-run city by 2035, with the characteristics of a Millennium Heritage City, and hopes that the State Audit will share, support, and contribute ideas in the process of implementing its tasks so that state management activities, the use of money and the state budget, especially the issue of auctioning land use rights in the province, will become increasingly effective, public, and transparent.

For these two audit topics, the Vice Chairman of the Provincial People's Committee directed the audited units to coordinate well with the auditing agency, strictly implement the provision of information and documents, ensure the correct progress and requirements according to regulations, in which the Department of Finance is assigned as the focal point.

He also hoped that through this audit, the auditing agency would point out the positive results achieved, as well as the remaining errors and shortcomings so that Ninh Binh province could direct the audited units and localities to better perform their assigned tasks, thereby contributing to removing difficulties and obstacles to promote the province's socio-economic development.
