
In the report on the implementation results of resolutions on the National Assembly's questioning activities for the 9th session, the Ministry of Home Affairs said this is one of the key solutions to create motivation, restructure and improve the quality of the staff, civil servants and public employees.
The Ministry will focus on developing salary reform plans to submit to competent authorities for approval, in accordance with the spirit of Resolution No. 27/2018 of the Central Committee. In addition, the Ministry will also review the system of institutional policies, adjust and supplement regulations on recruitment, use, management, training, fostering, planning, and arrangement of cadres, civil servants, and public employees in an objective, fair, transparent, and effective manner.
In particular, the new salary policy will be linked to job position and work results, with a mechanism for referring to private sector salary levels for equivalent positions. The goal is to make civil servants feel secure in their work, limit negativity and brain drain, create a healthy competitive environment, and attract talent. Experience from many countries has also proven the effectiveness of this approach.
Currently, civil servant salaries are calculated by multiplying the basic salary by a coefficient of 2.34 million VND/month, expected to be 2.34 million VND/month from July 2024. According to this calculation, the lowest civil servant salary is about 3.1 million VND/month and the highest is about 23.4 million VND/month, excluding allowances.
In parallel with salary reform, the Ministry of Home Affairs continues to develop and complete the list of job positions in state administrative organizations and public service units, as a basis for streamlining payroll associated with restructuring and improving the quality of cadres, civil servants and public employees.
Another notable issue is the situation of civil servants and public employees resigning. According to the Ministry of Home Affairs, in 2022, this situation will be common and become a "hot" issue. In the period from mid-2022 to mid-2023, nearly 19,000 civil servants and public employees nationwide will resign, most concentrated in Hanoi and Ho Chi Minh City. On average, 1,582 people will resign each month.
The main causes were identified as low income, high work pressure, and unattractive working environment. To overcome this, the Ministry of Home Affairs issued an Official Dispatch to ministries, branches, and localities, requesting the synchronous implementation of solutions such as: improving the working environment; supporting civil servants and public employees in difficult economic circumstances; creating conditions for officials to study and improve their qualifications; innovating the work of arranging and using personnel; building a team of capable and prestigious leaders; promoting administrative reform and political and ideological education.
Thanks to these measures, the number of job losses has decreased sharply since 2023. The Ministry of Home Affairs assessed this as a positive signal, showing the initial effectiveness of salary policies, incentive mechanisms, protection of dynamic and creative staff and the promotion of financial autonomy in public service units.
