Prime Minister's telegram requests proactive prevention of landslides before and during the flood season

The Prime Minister requested ministries, branches and localities to proactively prevent landslides and ensure the safety of people's lives and property before and during the flood season.

The dispatch stated: Due to the impact of climate change, natural disasters are increasingly extreme and unpredictable, with prolonged intense heat, localized heavy rains in many localities, continuous riverbank and coastal erosion in the Mekong Delta and some provinces in the South Central Coast, and landslides caused by heavy rains in the mountainous areas of the North, Central Coast and Central Highlands, causing great damage to people, houses, property and infrastructure works. The Prime Minister has issued documents directing the prevention and control of landslides, riverbank and coastal erosion.

From the beginning of 2023 to now, in the Mekong Delta alone, there have been 122 landslides affecting residents, dykes, traffic, and mangrove forests; recently, landslides in Bac Kan , Lam Dong, etc. have also caused unfortunate losses in human lives and property. In order to proactively prevent and combat landslides, ensure safety of life, limit property damage to people and infrastructure works, especially in the upcoming rainy and stormy season, the Prime Minister requests Ministers, Chairmen of People's Committees of provinces and centrally run cities, and the National Steering Committee for Natural Disaster Prevention and Control to proactively direct and deploy natural disaster prevention and control work in general and landslides in particular, focusing on the following tasks:

1. The Chairman of the People's Committee of provinces and centrally-run cities directs competent agencies and disaster prevention and control forces at the grassroots level to:

1) Organize inspections and reviews of residential areas, schools, medical facilities, agency headquarters, barracks along rivers, streams, canals, ditches, coastal areas, and steep slopes to promptly detect areas at risk of landslides during heavy rains; resolutely organize relocation or have proactive plans to prevent landslides and evacuate in case of bad situations to ensure safety of life and limit damage to property for people and infrastructure. At the same time, have plans to support resettlement and stabilize the lives of households that have to relocate.

2) Strictly manage, strengthen inspection and supervision of licensing and exploitation of sand and gravel on rivers, streams, canals and ditches to limit landslides, while ensuring the supply of construction materials, especially for key national projects and transport infrastructure projects; strictly handle cases of illegal exploitation and gathering of sand, gravel and construction materials in accordance with the provisions of law.

3) Inspect safety assurance work at construction sites, especially construction works in residential areas along rivers, streams, canals, and slopes; suspend construction if safety is not ensured or there is a risk of landslides, affecting water flow and flood drainage.

4) In the long term, it is necessary to strictly control the planning and construction of houses and works along rivers, streams, canals, and coastal areas to overcome the situation of houses and works encroaching on the flow, increasing the risk of being affected by landslides; at the same time, proactively review and rearrange the population in areas that are not safe, affect the flow or have a high risk of landslides along rivers, streams, canals, and coastal areas, especially in the Mekong Delta.

2. Ministry of Natural Resources and Environment:

1) Closely coordinate with Vietnam Television, Voice of Vietnam and other central and local mass media to increase knowledge dissemination, instruct people on skills to recognize signs of possible landslides, riverbank and coastal landslides so that people can proactively evacuate and relocate before landslides occur.

2) Direct localities to strictly manage the exploitation of sand and gravel on rivers in accordance with the provisions of law, while ensuring the source of construction materials for key national projects and transport infrastructure projects in accordance with the direction of the Government and the Prime Minister; strengthen inspection, examination and strictly handle violations in licensing and sand and gravel exploitation activities.

3. Ministry of Agriculture and Rural Development:

1) Build and update landslide database; synthesize landslide situation in localities, especially in the Mekong Delta region, report to the Prime Minister according to regulations.

2) Closely coordinate with Vietnam Television, Voice of Vietnam and other central and local mass media to strengthen the dissemination of laws on natural disaster and landslide prevention and control, and guide localities and people on landslide response skills.

2) Direct and urge localities to deploy urgent measures to prevent and combat landslides and implement the Project on preventing and combating riverbank and coastal landslides until 2030 approved by the Prime Minister; continue to promote the planting of wave-breaking trees and coastal mangrove forests to prevent and combat landslides.

3) Coordinate with the People's Committee of Ca Mau province and relevant agencies to carefully study and propose pilot projects or policy mechanisms to mobilize non-budgetary resources to invest in projects to prevent and combat riverbank and coastal erosion, combined with effective exploitation of land resources.

4. The Ministry of Transport directs the inspection, review, detection and timely handling of areas at risk of landslides to ensure smooth traffic safety on expressways, national highways and main traffic routes.

5. The Ministry of Construction directs the inspection and review of urban management and construction activities to limit landslide incidents and promptly remedy flooding in urban areas and residential areas during heavy rains.

6. The Ministry of Industry and Trade directs the work of preventing and combating landslides, ensuring safety for forces and works under the management of the industry, especially the power supply and transmission system, mines, and coal mining waste dumps.

7. The Ministry of Science and Technology coordinates with the Ministry of Agriculture and Rural Development in implementing research, application of science, technology and new materials in landslide treatment, especially in coastal areas of the Mekong Delta.

8. The Ministry of Public Security directs local police to coordinate with competent agencies to increase patrols, detect and strictly handle cases of illegal and unlicensed sand and gravel mining on rivers and coastal areas in accordance with the law; promptly prosecute violations causing serious consequences.

9. Vietnam Television, Voice of Vietnam, Vietnam News Agency and other central and local media agencies continue to coordinate with relevant ministries, branches and localities to strengthen legal dissemination, disseminate knowledge, and provide people with skills to recognize and respond to landslides, minimizing damage caused by landslides.

10. The National Committee for Incident, Disaster Response and Search and Rescue closely monitors the situation of incidents, natural disasters, and landslides, proactively directs, coordinates, and cooperates with ministries, branches, and localities to deploy response, search and rescue work when situations arise, ensuring timeliness and effectiveness.

11. The National Steering Committee for Natural Disaster Prevention and Control closely monitors the situation of natural disasters and landslides, proactively directs, inspects, and urges localities to implement prevention, control, overcome consequences, and limit damage caused by natural disasters and landslides according to assigned functions and tasks.

12. The Government Office monitors and urges relevant ministries, agencies and localities to implement this Official Dispatch, promptly reporting to the Prime Minister any problems and difficulties in the implementation process./.
