AI-integrated Science and Technology Initiative Portal: A step forward in building a national innovation ecosystem

In the picture of national digital transformation, the formation of shared digital platforms in the fields of science, technology and innovation is considered a strategic step to connect human intelligence with the market. Since August 2025, the Ministry of Science and Technology (MOST) has officially put into operation the Science, Technology, Innovation and Digital Transformation Initiative Portal at sangkien.gov.vn, an open platform that allows individuals and organizations at home and abroad to submit initiatives, register products, propose funding and access experts with just a few online steps.

After only two months of operation, this platform has proven to be effective in facilitating the flow of innovations from institutes, schools, and businesses to management agencies and the market.

As of October 2025 , the Innovation Portal has received more than 150 initiative proposals , including 62 strategic technology development initiatives , nearly 250 registrations of science and technology products and solutions, innovation, digital transformation , and published more than 120 products and solutions on the system. At the same time, a database of 8,571 Vietnamese experts at home and abroad in 11 strategic technology fields (artificial intelligence, semiconductors, new energy, biotechnology, advanced materials, big data, robots, information security, space - satellites, smart cities, biomedicine) has been integrated, forming a widespread expert connection network.

The innovation portal allows users to log in with their VNeID account , submit their ideas online, register for funding proposals for science and technology tasks supported by the National Foundation for Science and Technology Development (NAFOSTED), register for intellectual property protection, propose research funding support, find business partners or investors. In addition, the system also provides the function of searching the national science and technology database , searching for experts by field , registering for science and technology services , and receiving online consultation through a friendly, easy-to-use interface.

In particular, the Ministry of Science and Technology is implementing a plan to integrate artificial intelligence (AI) and chatbots to support users into the Innovation Portal in the fourth quarter of 2025. AI technology will help users quickly look up information on research fields, suggest experts, analyze technology trends , and propose appropriate cooperation, funding or commercialization directions . This integration is not only technical but also demonstrates the Ministry of Science and Technology's shift from a traditional management model to an open data and knowledge management model, where science and technology information is shared, updated and processed intelligently.

The system will continue to improve the process of reviewing initiatives , standardizing regulations on intellectual property and commercialization , and enhancing communication and mobilizing social resources to expand the scale of operations. The Ministry is also building a data connection mechanism between the Initiative Portal and the National Public Service Portal , the Science and Technology Task System at all levels , the National Technology Exchange and the Global Vietnam Expert Database to form a unified national innovation data ecosystem .

Along with platform development, the Ministry of Science and Technology is coordinating with ministries, branches and localities to promote the application of technology in the management and operation of the digital government apparatus . In particular, the Hanoi Department of Science and Technology has established 03 technical working groups to support 126 communes and wards in completing infrastructure, deploying digital signature systems, internal networks and online meetings , ensuring that the activities of the two-level government take place stably and smoothly. More than 176,000 electronic documents have been digitally signed throughout; 97% of administrative records are processed on time, of which nearly 50% are submitted online - demonstrating the practical effectiveness of digital transformation.

At the same time, the Science and Technology Initiative Portal also recorded increasing interest from the research community, businesses and Vietnamese experts abroad. Hundreds of initiatives were submitted related to fields such as AI for agriculture , waste treatment technology , clean energy , open data for smart cities , showing that the spirit of innovation is spreading strongly in society.

The Science and Technology Initiative, Innovation and Digital Transformation Portal is not only an electronic administrative tool, but also a platform for creating knowledge and connecting Vietnamese intelligence. When artificial intelligence is deeply integrated, users can find experts, submit initiatives, receive advice or propose cooperation in just a few minutes, which is the image of an open, dynamic and integrated science.

With synchronous advances in data, technology and infrastructure, Vietnam is moving closer to the goal of building a digital government in the field of science and technology , promoting data-based innovation , and commercializing research results on a national scale.
