Reality shows that corruption and negativity in personnel work cause very serious consequences, weakening the leadership capacity, losing the Party's prestige, and reducing the people's trust in the Party.
Talking about the importance of cadre work, President Ho Chi Minh taught: "Cadres are the root of all work." He believed that success or failure depends on good or bad cadres, selecting cadres is the first step but determines the final result.
Among the more than 5.3 million party members today, the vast majority have a firm ideological stance and viewpoint, good moral qualities, always play a pioneering role in carrying out tasks, do a good job of mobilizing the masses to overcome all challenges, and bring our country's revolution to great successes in the new period.
If cadres are the "root" of all work, then cadre work is the "root of the root." Cadre work is extremely important in the work of building the Party and the political system. Selecting cadres is similar to selecting plant seeds - good seeds will make the plant strong, bad seeds or infected plants will make the plant stunted, or even die young.
Therefore, in the process of leading the revolution, our Party always attaches special importance to personnel work, considering it the "key of the keys." Along with paying great attention to doing well in personnel work, it also focuses on preventing and stopping negativity and corruption, and strengthening control over power in personnel work.
Reality shows that corruption and negativity in personnel work cause very serious consequences, weakening the leadership capacity, losing the prestige of the Party, and reducing the people's trust in the Party. Incompetent people with poor moral qualities, when sitting in important positions, are very likely to fall into corruption and negativity, succumbing to the enticement of hostile forces, causing serious losses to the cause of building and defending the Fatherland, affecting the survival of the Party and the regime. Moreover, the practice of running for positions and power creates a generation of officials who do not care about improving their professional skills and ethics, but only care about building "relationships", and are willing to use money to solve all problems.
It is not difficult to see incompetent officials who have been promoted “at lightning speed.” Duong Chi Dung climbed to the position of Chairman of the Board of Directors of Vinalines despite his poor management skills and prolonged business losses, causing huge losses to the state budget.
Trinh Xuan Thanh, when he was Chairman of the Board of Directors of the Vietnam Oil and Gas Construction Joint Stock Corporation (PVC), committed many mistakes, causing a large loss of state capital, but was still promoted very quickly, reaching the position of Vice Chairman of the People's Committee of Hau Giang province. Both of these cases have paid the price and have been strictly handled according to Party regulations and state laws.
Tran Vu Quynh Anh is also a case of being promoted very quickly, being appointed to lead a department in the Thanh Hoa Department of Construction, being planned to be Deputy Director of the Department, when he did not meet the requirements. When the Thanh Hoa Provincial Inspectorate got involved, it was determined that the process of appointing Tran Vu Quynh Anh had many violations, both the appointor and the appointee were disciplined. Mr. Ngo Van Tuan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee (former Director of the Department of Construction was disciplined with a reprimand; and Tran Vu Quynh Anh was expelled from the Party, losing all positions.
Only when the roots are strong can the tree be green, and only when the right cadres are selected can the work be effective. In order to rectify the strict implementation of principles, regulations, processes, rules, and decisions on cadre work, on July 11, 2023, the Politburo issued Regulation No. 114-QD/TW on controlling power and preventing and combating corruption and negativity in cadre work.
Regulation No. 114-QD/TW replaces Regulation No. 205-QD/TW and has more comprehensive content. The concept of “corruption and negativity in personnel work” includes the crime of “buying positions and power.”
Right from the beginning, in the explanation of terms, the new regulation has clarified what is power in personnel work and what is control of power in personnel work.
Power in personnel work is the authority of organizations and individuals in stages related to personnel work, including recruitment, evaluation, vote of confidence, planning, training, fostering, selection, arrangement, assignment, appointment, designation, transfer; conferring, promoting, demoting, stripping military ranks; suspending positions, allowing resignation, dismissal, removal from office; rewarding, disciplining; inspecting, supervising, resolving complaints and denunciations...
Controlling power in personnel work is the use of mechanisms and measures to ensure strict implementation of principles, regulations, processes, statutes, and decisions on personnel work and to prevent, stop, detect, and handle acts of corruption and negativity in personnel work.
According to Regulation No. 114-QD/TW, the act of taking advantage of or abusing one's position and power is regulated very specifically and in detail. That is using one's own prestige and influence and that of people with family relationships to suggest, influence, and pressure others to decide, direct, advise, propose, comment, evaluate, vote, take a vote of confidence, vote to recommend personnel, and vote according to one's will. That is also allowing people with family relationships or close relationships to take advantage of one's position, power, and prestige to influence, manipulate, and interfere in the stages of personnel work. That is inserting personal intentions when carrying out stages of personnel work for the motive, purpose of profiteering or benefiting personnel in the process of carrying out personnel work. That is directing and advising on stages of personnel work for personnel who do not meet the conditions or standards...
The act of seeking positions and power is defined as follows: Brokering, giving and receiving bribes to help others obtain positions, titles, and benefits; giving gifts, money, real estate or other benefits for the purpose of gaining support; seeking age, emulation titles, degrees... to meet the standards and conditions to obtain positions and benefits; taking advantage of close relationships to influence and put pressure on people with authority and responsibility, for the purpose of obtaining positions, titles, benefits...
Other negative behaviors are clearly stated in the new regulations: Meeting with personnel against regulations, harassing personnel and personnel agencies; lack of responsibility or personal motives causing loss of personnel records under management authority; falsifying or distorting records and documents; reporting incomplete or dishonest party member and personnel records...
Regulation No. 114-QD/TW clearly states the responsibilities of Party committees, Party organizations, and collective leadership; responsibilities of members of Party committees, Party organizations, and collective leadership; responsibilities of heads of Party committees, Party organizations, and collective leadership; responsibilities of heads of advisory agencies; responsibilities of advisory staff; and responsibilities of personnel.
According to regulation 114-QD/TW, the mantra of "following the right procedures" and "collective responsibility" is no longer effective, because it is not difficult for competent authorities to trace violations at any level or by any individual.
The new regulation clearly distinguishes between handling responsibilities in power control and in corruption and negativity in personnel work. When there is a violation of power control in personnel work, the collective, the head of the Party Committee, Party organization, locality, agency, unit, and cadres and Party members will be considered and handled according to regulations.
Cadres, party members, civil servants and public employees who commit acts of corruption or negative acts in personnel work must be strictly handled according to regulations, and the following handling measures must be applied: In case of reprimand, at least 12 months from the effective date of the reprimand decision will be considered for personnel planning. In case of warning, dismissal will be considered, and at least 30 months from the effective date of the dismissal decision will be considered for personnel planning.
In case of dismissal, at least 60 months from the effective date of the decision on dismissal will be considered for personnel planning. In case of expulsion from the Party, the competent authority will be proposed to consider forcing the employee to quit the job or terminate the labor contract. These cases are not assigned to do staff work, professional work on organization, personnel, inspection, etc.
Controlling power and preventing corruption and negativity in personnel work is difficult, but very important, contributing to making personnel work more and more substantial, meeting the requirements of the task of Party building and rectification, and building a contingent of cadres in the new situation. Thoroughly grasping and strictly implementing Regulation 114-QD/TW in practice will enhance the trust of cadres, party members and people in the leadership of the Party. This is the responsibility not only of each Party committee, each cadre and party member, especially the leader, but also requires the participation of the entire political system and the supervision of the people./.
