Government Inspector General Doan Hong Phong said that in 2024, the work of preventing and combating negative corruption was organized and implemented drastically and synchronously with very high political determination; achieved many important results, left a good impression, spread strongly in society, and received the sympathy and response of cadres, party members and people.

On the morning of November 26, the National Assembly listened to the Government's Report and the Judicial Committee's Verification Report on anti-corruption work in 2024.

Handling many cases of negative corruption violations

Presenting the Government's report, Government Inspector General Doan Hong Phong said that in 2024, the work of preventing and combating corruption and negativity has regularly received attention and direction from Party and State leaders, especially the Central Steering Committee on Preventing and Combating Corruption and Negativity; ministries, branches, localities, and agencies with the function of preventing and combating corruption and negativity have resolutely and synchronously implemented many solutions, with very high political determination, achieving many important results.

The Government and the Prime Minister focused on directing the review, amendment, supplementation and promulgation of many important legal documents on socio-economic management and anti-corruption, especially handling loopholes, inadequacies, contradictions and problems in legal documents that have been pointed out through the review direction results of the National Assembly Party Delegation and the Inspection Conclusion of the Steering Committee.

The Government Inspector General said that through inspection, many violations were discovered, and 7,629 groups and 8,714 individuals were recommended to be administratively handled; 372 cases were transferred to the investigation agency for handling according to their authority. Through handling complaints and denunciations, 392 individuals were recommended to be handled; 25 cases were transferred to the investigation agency for handling according to their authority. In addition, the State Audit Office recommended financial handling of 48,670.38 billion VND.

Regarding the detection and handling of corruption, the Investigation Agencies in the People's Public Security Force have investigated 1,538 cases with 3,897 defendants for corruption crimes. Prosecution of 856 cases with 2,686 defendants has been proposed. The Criminal Investigation Agency of the Ministry of National Defense has investigated 23 cases with 70 defendants; and proposed prosecution of 11 cases with 57 defendants.

The People's Procuracy at all levels has accepted and resolved 1,186 cases with 3,869 defendants, and resolved 1,006 cases with 3,242 defendants. The People's Courts at all levels have resolved 1,154 cases with 3,201 defendants for corruption crimes at first instance; have tried 917 cases with 2,418 defendants. The total number of cases requiring execution of criminal sentences for corruption and economic crimes is 12,877, of which 10,944 cases are eligible for execution, and 9,211 cases have been completed.

However, according to the Government Inspector General Doan Hong Phong, the overcoming of loopholes and inadequacies in mechanisms, policies and laws is still slow compared to practical requirements; Some corruption prevention measures have not been comprehensively implemented; the situation of shirking, avoiding, fearing responsibility, and not daring to slow down has been overcome; The pursuit of subjects who have fled abroad still faces many difficulties; The value of assets to be recovered in corruption and negative cases is still large.

Corruption in some areas is still serious and complicated.

Reviewing the Government's Report on anti-corruption work in 2024, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga said that the Committee basically agreed with the Government's Report, and at the same time recognized that in 2024, the work of preventing and combating negative corruption continued to be promoted, more drastically and effectively at both the central and local levels; many new policies and regulations on anti-corruption work were issued, thoroughly grasped and seriously implemented. However, the situation of corruption and negativity in some areas is still serious, complicated, with major violations emerging in some areas such as: planning, construction, energy, bidding, public asset management, land management and use, resource and mineral exploitation, etc.

Regarding the implementation of corruption prevention measures, the Chairman of the Judiciary Committee said that in 2024, many corruption prevention measures will continue to be promoted by the Government, ministries, branches and localities such as: implementing publicity and transparency in operations; on norms, standards, regimes and codes of conduct; changing job positions to prevent corruption; controlling assets and income of people with positions and powers. Administrative reform continues to receive attention; expanding the application of science in management, implementing non-cash payments. Focus on inspecting and examining the implementation of corruption prevention measures, handling the responsibility of leaders for corruption.

However, the Judicial Committee found that violations of the implementation of publicity and transparency in organization and operation, violations of the implementation of the code of conduct, implementation of norms, standards and regimes still occur in many agencies, organizations and units. The results of implementing job transfer to prevent corruption in some localities are still low. The control of assets and income of people with positions and powers is still limited; there are many cases where after investigation agencies conduct searches, large amounts of undeclared assets of unknown origin are discovered. The situation of harassment and inconvenience to people and businesses has not been completely overcome; the situation of avoiding and shirking responsibility in the performance of public duties still occurs.

Regarding the results of state inspection and audit, handling complaints and denunciations contributing to detecting and handling corruption, in 2024, inspection and audit work has had many positive changes. Through inspection and audit, violations have been promptly corrected, handled and recommended to recover, handle finances, and handle responsibilities for many groups and individuals with violations; cases with signs of crime have been transferred to the investigation agency. Focus on receiving citizens, handling complaints and denunciations related to preventing and combating corruption.

However, there are still cases where inspectors abuse their positions and powers to violate their duties, do not follow the correct inspection procedures and conclusions, etc., causing serious consequences and are subject to criminal prosecution. The delay in issuing inspection conclusions still occurs. Many units and localities are still slow to implement inspection conclusions but have not yet taken measures to thoroughly handle them.

In 2024, the work of detecting and handling corruption will continue to be promoted; handling thoroughly and strictly backlogged, prolonged cases or newly arising cases, involving many ministries, branches and localities, including many large and complicated corruption cases of special interest to public opinion; actively applying professional measures to recover lost and misappropriated assets in criminal cases of corruption and economic crimes; recovered assets increased sharply in terms of work and increased in terms of money compared to the same period in 2023. However, the work of detecting and handling corruption is still limited. The work of self-inspection and self-detection of corruption has not changed. Assets to be recovered in criminal cases of corruption and economic crimes are still in large backlog; many assets have disputed ownership but the legal status has not been clarified, causing difficulties in the execution phase.
