Comprehensive, synchronous and highly effective Party building work

On the morning of March 13, the Provincial Party Committee held a conference to review the Party building work for 5 years (2020 - 2025) and 15 years of implementing the Party Charter (2011 - 2025). Attending and directing the conference was comrade Hoang Dang Quang - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee.

Chaired by comrades: Duong Van An - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Hoai Anh - Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Doan Anh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Conference summarized the Party building work for 5 years (2020 - 2025) and 15 years of implementing the Party Charter (2011 - 2025) with many important contents.

Positive results

The Provincial Party Committee has 14 subordinate Party organizations, including 10 district, town, and city Party Committees and 4 equivalent Party Committees; 10 Party delegations and Party executive committees. The whole province has 695 grassroots Party organizations, including 235 grassroots Party Committees and 460 grassroots Party cells, with 42,965 Party members.

Right at the beginning of the 2020 - 2025 term, Binh Thuan set high goals and targets, with the determination to promote the province to develop rapidly, sustainably and strongly in marine economy, energy and tourism. After nearly 5 years of implementation, with the determination of the entire political system, the consensus and support of cadres, party members and people, Binh Thuan Party Committee has overcome many difficulties and challenges, implemented programs, plans and development projects and achieved many important and quite comprehensive results in all fields, especially Party building work. Accordingly, all levels, authorities, sectors and localities in the province have thoroughly implemented and concretized the Resolutions and Directives of the Central Committee; reviewed, revised, supplemented and issued new regulations in accordance with the actual conditions to comprehensively and synchronously lead all aspects of Party building work and organize consistent implementation from the provincial to grassroots levels. The Party's leadership method has been gradually innovated. Monitoring and grasping the political and ideological situation, public opinion, and proposing solutions to handle hot spots have been carried out promptly. The work of protecting the Party's ideological foundation has achieved many clear results, especially in fighting and refuting distorted arguments and wrong views on cyberspace. The study and following of Ho Chi Minh's ideology, morality, and style continues to be widely implemented and spread in society. Party building in terms of ideology during this term has achieved important results, especially through the political activity "Keeping the Party member's oath" which has helped cadres, civil servants, and all Party members to fully and deeply understand the honor, pride, honor, and responsibility for the oath before the Party flag, the promise before the organization and the people. Personnel planning, especially planning for Party committees and key positions, is carried out strictly and in accordance with regulations, and plans are promptly developed and supplemented to meet the requirements of tasks in the new situation, focusing on the proportion of female and young cadres. Inspection, supervision and enforcement of Party discipline are strictly ensured. The leadership capacity and fighting strength of grassroots Party organizations are increasingly improved. Mass mobilization work of the political system has been innovated, in the direction of being close to the people.

Besides the achieved results, the Party building work of the province still has limitations. That is, the concretization of the Party's policies and resolutions in some places is still slow; the quality is still limited; the application and implementation in some places still lack determination, the results are low; the practical difficulties in Party building work have not been promptly resolved. There are still formalities in some places; a number of cadres, Party members, including leaders have not attached importance to studying and organizing the implementation of the Party's resolutions, and have not adhered to the Party's resolutions to concretize them in the working process.

At the conference, the opinions expressed high consensus with the summary report, and focused on analyzing and clarifying the limitations in Party building in terms of politics, ideology, and ethics; in innovating leadership methods, perfecting the organizational apparatus, and improving the effectiveness of the political system; in building grassroots Party organizations, developing new Party members; in building cadres and political protection work; thereby drawing lessons and proposing solutions to overcome them in the coming time.

Focus on many big tasks

Speaking at the conference, Comrade Hoang Dang Quang - Deputy Head of the Central Organizing Committee emphasized: The outstanding results that Binh Thuan province has achieved since the beginning of the term have created positive and comprehensive changes. The work of Party building and rectification in this term has changed quite widely. The provincial Party Committee has strived and comprehensively implemented all aspects of politics, ideology, ethics, cadre organization and especially in the work of inspection, supervision, Party discipline, anti-corruption and negativity. Notably, the implementation of a political activity with the theme "Keeping the Party member oath". The leadership capacity of Party committees at all levels and grassroots Party organizations has been improved. The implementation of the Party Charter ensures the principles and compliance with the provisions of the Party Charter. To continue to effectively lead and direct the implementation of Party building work in the coming time, the Deputy Head of the Central Organizing Committee suggested that the Provincial Party Committee should continue to thoroughly summarize and correctly assess the situation of Party building work in the current context, ensuring harmony between building and rectification. “Binh Thuan needs solutions on education and training of revolutionary ethics for cadres and party members, especially for leaders and managers at all levels, training and planning for the use of cadres, paying attention to the issue of how to comment and evaluate cadres to arrange cadres properly, equal to the task. How can we not mention that in each congress we have to mention that commenting and evaluating cadres is a weak link in all stages of Party building work”, the Deputy Head of the Central Organizing Committee shared.

According to the Deputy Head of the Central Organizing Committee, the Provincial Party Committee needs to strengthen solutions to consolidate and build grassroots Party organizations and improve the quality of Party members, strengthen the Party's inspection, supervision and discipline in the new situation. There are mechanisms and policies to encourage and motivate cadres and Party members who have the desire to contribute to the development of their homeland, their Party Committee and the country. In particular, they must have innovative thinking, dare to do, dare to take responsibility, set an example in performing their duties and tasks.

Receiving opinions and concluding the conference, Provincial Party Secretary Duong Van An affirmed: Since the beginning of the term, the Central Executive Committee, the Politburo, and the Central Party Secretariat have focused on building and rectifying the Party and the political system, perfecting institutional issues in the Party to create unity and synchronization in organization and implementation, strengthening and improving the Party's leadership and governing capacity, including new and practical issues that are very urgent, such as: Conclusion No. 14 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good; Regulation No. 41 of the Politburo on dismissal and resignation of cadres; especially 3 regulations on controlling power, preventing corruption and negativity in cadre work; in inspection, supervision, enforcement of Party discipline and inspection and auditing activities; in investigation, prosecution, trial and execution of sentences. The Central Committee's policies have created consensus and unity within the entire Party, support from the people, creating favorable conditions for leadership, direction, and implementation at Party committees and organizations at all levels. For Binh Thuan, in the context of many difficulties and challenges, with many influencing factors, the Provincial Party Executive Committee and the Provincial Party Standing Committee have closely followed the policies to lead and direct the implementation of political tasks; at the same time, always maintaining solidarity, unity, responsibility and flexibility in managing work, especially in handling complicated and arising issues. The Provincial Party Secretary emphasized: “In general assessment, we affirm that: The leadership capacity of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and Party committees at all levels has been improved; limitations and violations have been overcome through the inspection of the Central Inspection Commission, which examined signs of violations of the Provincial Party Committee Standing Committee for the 2010-2015 term and the 2015-2020 term. The Provincial Party Committee has overcome many difficulties and challenges, implemented development programs, plans, and projects, and achieved many important and comprehensive results in all fields; Party building and mass mobilization work have achieved comprehensive results in all aspects; the strength of the great national unity bloc has been consolidated and promoted; people of all walks of life trust, agree with, and support the province's policies, strategies, and development orientations”.

The Provincial Party Secretary also said that the summary of Party building work for the 2020-2025 term and the 15-year implementation of the Party Charter are only the first steps in preparing for the Party Congresses at all levels for the 2025-2030 term and the 14th National Party Congress. There is still a year and a half left until the Provincial Party Congress, so the summary of practice, experience, theory development, continued concretization of the Party Charter, organization and implementation of the Resolutions of the Party Congresses at all levels and the 13th National Party Congress will continue, requiring higher, deeper, and tighter work to continue building a clean and strong Party organization, improving leadership capacity, and completing the goals and targets set by the Resolution of the Congress. The Provincial Party Executive Committee requests that Party committees, Party organizations, cadres, and Party members in the Party continue to promote their capacity and intelligence, and contribute many ideas to build and rectify the Party and the political system.
