On July 30, in Ninh Binh, under the chairmanship of comrade Lam Van Man, member of the Party Central Committee, Chairman of the National Assembly's Ethnic Council, the National Assembly's Ethnic Council opened a scientific workshop on policies and laws on civil, political and judicial rights for ethnic minorities, the current situation and solutions for the draft Law on Ethnicity.
Speaking at the opening of the workshop, the Chairman of the National Assembly's Council for Ethnic Minorities said that, in carrying out the tasks assigned by the National Assembly Standing Committee, the National Assembly Council for Ethnic Minorities has studied the theoretical, scientific and practical bases to propose the development of laws on ethnic minorities. The National Assembly Council for Ethnic Minorities has issued a plan, together with experts and scientists, to organize 6 workshops to clarify some contents, concepts, approaches, the necessity of developing laws; evaluate the results achieved, and limitations in institutionalizing the Party's viewpoints and the State's Constitution on ethnic minorities.
The workshop on "policies and laws on civil, political and judicial rights for ethnic minorities" aims to evaluate the achieved results and continue to clarify gaps in policies related to civil, political and judicial rights for ethnic minorities that need to be supplemented and adjusted in the new situation.
At the workshop, opinions stated that respecting, protecting and promoting the basic rights and freedoms of people and citizens, including ethnic minorities, is the basic principle of all socio -economic development strategies of the country, ensuring equality among ethnic groups in all economic, political, cultural and social fields.
The law on ethnic minorities is not only a legal framework to clearly and fully regulate the political, civil and judicial rights of ethnic minorities, but also an important legal tool for the State to demonstrate its commitment to protecting and promoting the rights of ethnic minorities.
In addition, the Party and State also have specific policies and guidelines for ethnic minorities in each field, target group, and locality; contributing to improving the ability to access and enjoy human rights, civil rights in general, and civil, political and judicial rights in particular for ethnic minorities.
However, in reality, there are still difficulties and challenges in ensuring the civil, political and judicial rights of ethnic minorities; policies and laws on ensuring the rights of ethnic minorities in the judicial field are stipulated in many legal documents, so they lack systematization, and their contents are overlapping and inconsistent. Regulations on resources, conditions for ensuring policy implementation, mechanisms, responsibilities for organizing implementation and monitoring, inspection, examination and handling of violations are not really specific and clear. Therefore, the promulgation of laws on ethnic minorities is an urgent need, in order to create a solid, synchronous and comprehensive legal corridor for the political, civil and judicial rights of ethnic minorities.
