Arriving at the Traffic Police Command Information Center, Ministry of Public Security at 1am on July 17, we were really surprised to see the working atmosphere here. If it weren't for the street lights and the silence outside, no one would know that it was the middle of the night - when everyone is in the deepest sleep. Here, as Major General Do Thanh Binh, Director of the Traffic Police Department said - it is truly like an emergency department of a hospital because the working atmosphere is busy with all departments from the commander to the officers on duty. Their work is divided into shifts, ensuring 24/7 operation.

Major General Do Thanh Binh emphasized that this is a level 1 management center of the Traffic Police Department with modern technology, combined with AI applications. With AI cameras, traffic police do not need to go out on the street to stop and arrest vehicles for many violations, the detection of violations is done automatically.
To operate well, Major General Do Thanh Binh said, the center is gradually improving to have "correct, sufficient, clean, and live" data; from there, it will connect different types of data and analyze and use the data. The stated goal is to form awareness, traffic culture and maintain people's compliance.
"If in the past we maintained it by human beings - that is, officers had to appear, then from now on we will maintain it by technology, operating 24/7, fairly and objectively" - the Director of the Traffic Police Department shared and added that from the level 1 center of the Traffic Police Department, there will be 34 centers with miniature models in the provinces and cities.
Cameras replace police - automatically detect violations 24/7 through AI
Briefly introducing the features being integrated into the Traffic Police Command Information Center, Colonel Pham Quang Huy, Deputy Director of the Traffic Police Department, said that the center will fully meet the requirements of state management in the field of traffic, including connecting vehicle registration data, inspection, tax, customs, health and data from other professional departments of the Ministry of Public Security related to people and vehicles. In terms of scale, this will be a general center, connecting small centers from localities, including data from all professional equipment of the entire Traffic Police force.

Data from the devices, after being sent to the center, will be analyzed by the AI system to identify behavior, then automatically transferred to the management file. On that basis, the Traffic Police will transfer the fastest violation information to the vehicle owner via the VNeTraffic application.
For AI cameras, after recording a vehicle violation, the system will immediately extract related photos/clips. The content includes the route, time of violation, behavior... Based on the vehicle registration database, the owner of the vehicle will be immediately identified. Currently, AI can recognize about 20 violations and is continuously being developed, including cars and motorbikes.
"From now on, the police can be considered as patrolling in the electronic environment. The focus is to ensure security, safety, health, life and property of the people above all, first and foremost" - Colonel Pham Quang Huy shared.
Violators do not need to go to the police station.
In addition to monitoring violations, the center also manages the entire traffic police force during patrols. Through the digital map system, it is possible to view locations where officers are working. When operating at a specific location, it is possible to track the name, identification number, and phone number of the officer working at that location. At the same time, the center also controls all traffic police patrol vehicles, including information fields on the number of vehicles in operation, parked to handle violations, and at the unit; which unit this task force belongs to, how many people it has, what tools it is equipped with, and what topic it is working on on which route...
"When there is traffic jam or collision or people need help, we can coordinate forces to resolve the problem as quickly as possible," said Colonel Pham Quang Huy.
Violating images detected by AI.
In addition, one of the center's other tasks is to support the investigation and resolution of traffic accidents. Colonel Pham Quang Huy gave an example of a hit-and-run accident. According to the witness's testimony, the driver was driving a red car, wearing a white shirt, a 5-seater. Through that, the center will filter out how many red cars passed by on that route in the time close to the accident. And the car closest to the time of the incident will be analyzed, evaluated and find the entire route that the car traveled, serving the search and investigation work.
In addition, this center also automatically detects acts that disrupt public order and security (raising knives, holding sticks, holding spears, etc.), gathering crowds, and recognizing the faces of wanted subjects.
“For example, if a person raises a knife, the AI will recognize that it is dangerous to others, automatically take a photo and send it to the center. The officer on duty will record this content for analysis. If this is a disturbance or injury, the center's leader on duty will direct the deployment of forces to handle the situation. Accordingly, we can notify the nearest traffic police team to come to the scene to handle the incident,” Colonel Pham Quang Huy shared.
It is known that the entire coordination, analysis, recording and processing work of the center is completely automated, aiming to make records and pay fines online, violators do not need to go to the police headquarters, do not have direct contact with the traffic police. Currently, the traffic police force is developing a specialized application of the force system. In case of vehicle violations, causing accidents or running away or violating the law, the units will put all information into this application. The information will then be transferred by the command center to the entire traffic police force for coordination and handling.
Drivers only need to bring their ID when going out.
In addition, patrol teams will have specialized equipment with integrated applications. This device can read information about the driver through the ID card, take a photo or use the driver's fingerprint. Traffic police now do not need to control the driver's license and vehicle registration by physical copy but control by technology. Then, as long as the violator confirms the correct behavior through this specialized device, there will be information to create an electronic record. This information is also automatically transferred through the system, connecting to the violation handling software, treasury, bank, public service portal. Violators can pay fines through the public service portal or bank, and can completely handle it at home.
In addition, through the VNeTraffic application, the Traffic Police Department considers it a communication tool between the Traffic Police and the people. Currently, the application has 4 main features. The first is to read information about traffic safety, drivers can check the route, the upcoming direction to see if there are any incidents or congestion. The second is to look up information about violations through the license plate. The third is to look up information about license plate auctions. Fourth, each person can provide information and images of traffic violations on the routes they encounter. From here, the police will verify and process this data.

According to Major General Do Thanh Binh, Director of the Traffic Police Department, in phase 1, the Traffic Police Department's Command Information Center will run and calibrate to stabilize and find experiences. In phase 2, the Traffic Police Department will install more cameras on the highway, so that they are stable, sharp and intelligent. Currently, the Traffic Police Department has piloted sending traffic violation warnings via the VNeTraffic application to vehicles violating traffic violations on 4 highways: Noi Bai - Lao Cai, Da Nang - Quang Ngai; Ho Chi Minh City - Long Thanh - Dau Giay and Ho Chi Minh City - Trung Luong.
“From now on, all violations on traffic routes managed by the Department will be notified to violators within 2 hours, or even sooner, because we have full data on the violating vehicles, images, and clips. After the AI captures and sends them back, officers can immediately send them to the vehicle owner. After viewing the information sent by the Traffic Police, if the vehicle owner agrees, they can tick the agree box, and a report will be automatically created. If the vehicle owner does not agree, they can file a lawsuit in court to resolve the issue," Major General Do Thanh Binh shared.
