National Assembly deputies of Tay Ninh province approved the comprehensive amendment of the Law on Civil Aviation of Vietnam to continue institutionalizing the Party's policies and guidelines related to civil aviation activities, promptly institutionalizing the Politburo 's Resolutions to create a strong driving force to bring the country into a new era; at the same time, promoting strategic breakthroughs in building a synchronous and modern infrastructure system to meet the requirements of rapid and sustainable development of the civil aviation industry.

Commenting on the principles of civil aviation operations stipulated in Article 4, National Assembly Delegate Le Thi Song An ( Tay Ninh ) proposed to consider and add a new principle (clause 8) after clause 7 of this article. Specifically, "Ensuring digital transformation, protecting passenger data and information transparency in civil aviation operations; publicizing and transparent information on ticket prices, services and operating status to protect passenger rights and improve service quality".
The delegate explained: Vietnam's aviation industry currently does not have a complete legal mechanism for management, connection and data sharing between airlines, port authorities and state management agencies. This makes it difficult to monitor the market, monitor service quality and handle passenger complaints. Many actual reports from the press and consumers show that flight delays, slow ticket refunds and price differences between sales channels are still common, while management agencies lack unified data tools to check and handle promptly.

“The digital transformation process in the aviation sector is still focused at the enterprise level, and a shared data system for the entire industry has not yet been established. Adding this principle will help create a clear legal basis for the application of digital technology , data connection and information transparency, contributing to protecting passenger rights, improving management capacity and promoting healthy competition,” emphasized delegate Le Thi Song An.
The civil aviation development policies stipulated in Article 5 also received special attention from the National Assembly deputies of Tay Ninh province. The deputies proposed adding the phrase “encouraging socialized investment, ensuring transparent public and private interests” to Clause 2, Article 5; at the same time, adding the phrase “digital transformation, clean energy and green technology; environmental protection and sustainable development” to Clause 5, Article 5.
According to delegates, the provisions in Article 5 of the draft law and the civil aviation development policy have covered many contents, but have not fully emphasized the key factors of the current development trend. In the context of aviation infrastructure at key airports such as Tan Son Nhat, Noi Bai, Da Nang, and Phu Quoc being overloaded, while public investment capital is still limited, it is necessary to supplement regulations on mobilizing diverse resources, socializing investment and transparency of public and private interests to attract private capital, especially for remote areas where aviation infrastructure is still weak and lacks connectivity.
In addition, it is necessary to supplement the orientation of developing supporting industries, promoting digital transformation, applying clean energy and protecting the environment to increase technological autonomy, reduce operating costs and meet the trend of "Smart Aviation". This is also an inevitable requirement in the process of international integration, when many countries such as the EU, Japan, and Singapore have committed to the goal of net zero emissions by 2050. Institutionalizing these contents in the law will help Vietnam develop the aviation industry in a modern, sustainable direction and in accordance with ICAO and IATA standards.

During the group discussion, the National Assembly deputies of Tay Ninh province also expressed concern about the fact that delayed flights still occur frequently, causing inconvenience to passengers and wasting social resources. National Assembly deputy Hoang Van Lien shared the reality: “In recent years, I have been a frequent passenger of airlines and in reality, flight delays happen a lot. This greatly affects customers, there are very important meetings and plans that have to be canceled just because of flight delays.”
National Assembly Deputy Hoang Van Lien suggested that the draft law should stipulate the responsibilities of airlines in ensuring flights are on time; at the same time, clearly define the responsibilities of airlines to customers if flights are delayed.
According to the National Assembly Deputies of Tay Ninh province, to evaluate the quality of an airline, there are many criteria, of which the most basic criterion is on-time flights. This shows that domestic airlines still have to make great efforts to ensure the quality as expected by customers. Although in recent years, airlines have made many efforts and improvements to make flights more punctual, according to the National Assembly Deputies, these efforts are not enough and have not met the general requirements of customers and the development of the economy.
During the group discussion, the National Assembly deputies of Tay Ninh province proposed to consider adding a provision on encouraging enterprises to apply advanced technology in Clause 1, Article 6 of the draft Law. Because, in practice, the application of modern technology in the field of civil aviation in Vietnam is still limited, mainly stopping at the stages of flight coordination and passenger management. Highly technical activities such as route monitoring, predictive maintenance, analysis of operational data or emission management are still performed manually, lacking a system of data analysis and sharing between units. This makes the monitoring of flight safety, optimization of operational efficiency and risk management not reach the necessary level of automation.
