Hanoi: Improving discipline in state financial and budget management

The Chairman of the Hanoi People's Committee requested departments and branches to continue to direct, guide, urge and inspect agencies and units to strengthen discipline in the management and use of financial resources - state budget, public investment, public assets, etc.

Chairman of Hanoi People's Committee Tran Sy Thanh has just signed and issued Directive No. 16/CT-UBND dated October 22, 2025 on the implementation of Directive No. 27/CT-TTg dated September 17, 2025 of the Prime Minister on the implementation of Resolution No. 223/2025/QH15 dated June 27, 2025 of the National Assembly.

Rectify and overcome shortcomings in budget preparation, management and use

Accordingly, to improve discipline in state financial and budget management and to overcome shortcomings and limitations, meeting the requirements of state financial and budget management in the coming time, the Chairman of the City People's Committee requested Directors, Heads of departments, branches, sectors, and organizations of the city, Chairmen of People's Committees of communes and wards to continue to direct, guide, urge, and inspect agencies, units, and subordinates to strictly implement the provisions of law, rectify and strengthen discipline in management and use of state financial and budget resources, public investment, public assets, price management and price appraisal; strengthen the work of settlement, auditing, inspection, supervision, publicity, and transparency.

City departments, branches and People's Committees of communes and wards strictly implement the provisions of the State Budget Law; discipline and order in finance and state budget; and implement drastic and synchronous measures in making, implementing and settling the state budget.

Correct and overcome shortcomings and limitations in the establishment, management and use of the state budget. Improve the quality of the work of making estimates of state budget revenue and expenditure to ensure that it is close to reality, meets the requirements and ability to mobilize and effectively use state budget resources, closely follows the tasks assigned by the City People's Committee, implementation progress and disbursement capacity to proactively propose adjustments and adjustments to the estimates, avoiding the situation of canceling large estimates.

Pay attention to investment preparation, capital planning, allocation, organization and implementation of investment projects. Speed ​​up the implementation and disbursement of annual public investment plans, especially projects using ODA loans; payment for completed volume and settlement of investment programs and projects in accordance with the law.

In addition, strictly manage expenditures transferred from the state budget. Review, cancel, and thoroughly recover expenditures that are used in violation of regulations or have expired. Do not transfer to the following year budgets at the city level to support communes and wards but are managed and used in violation of regulations, have had their budgets canceled, are not needed, or have expired and must be recovered to the city budget.

Strictly manage the advance payment of budget expenditures and advance payment of public investment capital from the state budget. In 2025, continue to deploy and implement drastic solutions to handle and recover the advance payment that is past the prescribed time limit. Clarify cases where the advance payment is not possible to recover after the prescribed time limit. Handle the responsibility of units and individuals who do not comply with regulations in the management and recovery of budget advances.

Promote thrift practice, combat waste, prevent corruption and negativity. Strengthen inspection and examination work, enhance the responsibility of leaders in budget preparation, management and use of the state budget to ensure compliance with the provisions of the law on the state budget.

Clarify the causes and responsibilities of leaders, collectives and individuals who do not comply with legal regulations in preparing and implementing the state budget estimates and final accounts for 2023 and 2024; strictly handle violations. On that basis, review collectives and individuals who have violated.

Do not allow new debts to arise in basic construction. Assign the Department of Finance to preside over and coordinate with relevant departments, branches, sectors and People's Committees of communes and wards to review and determine the outstanding debts in basic construction using state budget capital according to Directive No. 27/CT-TTg dated September 17, 2025 of the Prime Minister , and report to the City People's Committee in December 2025.

The city's departments, branches, communes and wards urgently implement the conclusions and recommendations of the State Audit on the local budget in 2024, the remaining audit recommendations that have not been implemented over the years according to the direction of the City People's Committee in Document No. 569/UBND-KTTH dated February 20, 2025; strengthen the review, handling and recovery to the state budget of revenues, expenditures and transfers of state budget sources that are not in accordance with regulations; promptly report difficulties and problems in the implementation process.
