On June 5, the Department of Animal Husbandry and Veterinary Medicine sent a document to the Ministry of Agriculture and Environment requesting an inspection and verification of the incorrect quarantine stamp on sick pigs of CP Vietnam Livestock Joint Stock Company.
Accordingly, the Department of Animal Husbandry and Veterinary Medicine has received a report from the Department of Animal Husbandry, Veterinary Medicine and Aquaculture of Hau Giang province, along with a copy of the 2022 slaughter control logbook at the facility where the incident occurred, a report from the officer performing the slaughter control and some other documents.
The inspection showed that the incident took place at the Dung - Nga cattle slaughterhouse (Long Thanh commune, Phung Hiep district). The person directly in charge of the slaughter control was Mr. NLC - an official of the Phung Hiep District Veterinary Animal Husbandry Station. Mr. C is a level III diagnostician, trained and certified in related professional skills.
In the early morning of March 26, 2022, Mr. C stamped a control stamp on one side of the pig carcass before discovering that the other side had inflammation. Later, he discovered that the other side of the carcass had many inflammations, which did not meet veterinary hygiene standards, so he did not stamp the slaughter control stamp, but asked the owner of the facility to destroy the carcass.
The owner and the staff of the Joint Stock Company discussed and agreed to handle veterinary hygiene for both carcasses (one carcass had two slaughter control stamps) by boiling and converting the purpose of use to feed aquatic animals (fish pond right on the premises of the 1.5ha slaughterhouse).
The Department provides images of the place where the carcasses are processed without ensuring veterinary hygiene (by cooking) and images of the fish pond.
According to Mr. C's report dated June 2, 2025, Mr. C supervised the veterinary hygiene treatment of the 2 pieces of pork carcass in the photo but did not make a record of the veterinary hygiene status as well as the veterinary hygiene treatment record and signed the Company's Request for Cancellation.
Thus, Mr. C has not fully complied with the slaughter control process, veterinary hygiene treatment process for animals, and animal products that do not meet veterinary hygiene requirements as prescribed in Circular No. 09/2016/TT-BNNPTNT.
Accordingly, Mr. C used the slaughter control mark (rectangular mark) to stamp on the carcass that did not ensure veterinary hygiene; handled the carcass for veterinary hygiene but did not make a record according to form No. 05, Appendix II, Circular No. 09, nor did he keep records of the inspection and supervision of the veterinary hygiene handling process for animal products.
The Department of Animal Husbandry, Veterinary Medicine and Aquaculture of Hau Giang province stated that the reason for the incident of veterinary staff violating regulations on stamping slaughter control and handling carcasses that did not ensure veterinary hygiene was due to: Inspection and supervision of slaughter activities were not regular due to the lack of personnel in the unit, and the veterinary staff on duty to control the slaughter on March 26, 2022 did not fully perform their assigned responsibilities.
After receiving the above complaint, the Department of Animal Husbandry, Veterinary Medicine and Aquaculture of Hau Giang province requested the leaders of the Animal Husbandry, Veterinary Medicine and Aquaculture Station of Phung Hiep district and Mr. NLC to write a specific report on the incident. In addition, the Department is also collecting more related records and documents to handle according to regulations.
Previously, at the regular press conference in May 2025, Deputy Director of the Department of Animal Husbandry and Veterinary Medicine Nguyen Thu Thuy said that the image of the stamp on the pig posted on social media was incorrectly stamped.
"If a pig is sick, it must have a round stamp, and if a pig is destroyed, it must have a triangular stamp. On the image of a sick pig of CP Vietnam in 2022, a square stamp is placed - this is the stamp to control slaughtering to the market" - Ms. Thuy informed.
Deputy Minister of Agriculture and Environment Phung Duc Tien affirmed that he will pursue responsibility to the end for the wrong quarantine stamp. At the same time, the Ministry of Agriculture and Environment also sent a document requesting the Ministry of Public Security to investigate and handle information surrounding the Joint Stock Company accused of selling sick pigs.
