Major Tran Trung Hieu said that currently, the work of ensuring network safety and security is also facing a big challenge: the human resources working in network security in Vietnam are currently lacking in both quantity and quality.

Through participating in incident response at a large bank, A05 noted that due to lack of human resources, although it had invested in a network security monitoring and operation system - SOC, in reality it only monitored for 8 hours, and did not monitor what hackers did at night.

In a 2025 cybersecurity readiness index report recently released by Cisco on May 8 based on a survey of 8,000 security and business leaders in the private sector in 30 markets globally, including Vietnam, only 11% of surveyed enterprises in Vietnam achieved the "Maturity" level of readiness needed to effectively respond to current cybersecurity threats.

Compared to 2024, this year the rate of businesses in Vietnam reaching cybersecurity maturity has increased by 5%, but Cisco experts said that this increase is not significant; and the level of cybersecurity readiness is still low, especially in the context of artificial intelligence - AI is continuously posing complex challenges for security experts.

Cisco Vietnam, Laos and Cambodia General Director Nguyen Nhu Dung said that in the past year, businesses around the world , including those in Vietnam, have been struggling to cope with increasingly sophisticated threats.

It is clear that it is time for businesses and organizations to take a new approach to cybersecurity issues: not only leveraging AI to enhance security, but also ensuring that AI itself is operated securely and easily scalable.

Mr. Vu Ngoc Son, Head of Technology Research of the Cyber ​​Security Association, also commented that most Vietnamese enterprises still do not have enough capacity, processes or necessary preparations to deal with cyber security incidents.

A survey conducted by NCA at the end of last year also showed that up to 52.89% of businesses and organizations in Vietnam do not have adequate technological solutions to respond to cybersecurity incidents; 56.16% do not have enough specialized personnel for cybersecurity; in 2024, there will be up to 659,000 different cybersecurity attacks, affecting about 46.15% of agencies and businesses.

According to Mr. Vu Ngoc Son, the main reasons for Vietnam's low response capacity include: Lack of basic, synchronous cybersecurity solutions to protect the system; Technology and digital transformation are constantly updated, in which the explosion of AI makes it difficult for businesses to adapt; The strong development of professional cybercrime groups, including highly skilled cross-border groups; The shortage of specialized personnel and the limited cybersecurity skills of the majority of users.
