Over the years, the Provincial Party Committee has always identified the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints as a fundamental, important and vital content of the Party building and rectification work, and as the top priority task of Party committees and organizations at all levels in the province.
In order to effectively implement Resolution No. 35-NQ/TW dated October 22, 2018 of the Politburo "On strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile viewpoints in the new situation", in recent times, Party committees at all levels in the province have proactively carried out the work of identifying and refuting erroneous and hostile viewpoints resolutely with a high sense of responsibility, without being negligent or losing vigilance; especially now, taking advantage of the conveniences of the internet, hostile forces and bad elements have many tricks to attack and sabotage with erroneous sources of information and viewpoints.
Typically, the Steering Committee 35 of Ha Long City proactively identifies and advises on propaganda in appropriate forms on information infrastructure systems in a practical and effective manner (infographics, propaganda bulletins among the people, etc.). Head of the Propaganda Department of Ha Long City Party Committee Phan Thi Hai Huong said: The city is operating an information monitoring system on the network environment, scanning thousands of press and social media news every day to grasp and process information promptly.
In addition, the team of secretaries and collaborators in the city actively writes news and articles to refute erroneous and hostile viewpoints, protect the Party's ideological foundation; provide authentic, official information and the viewpoints of the Party and the State related to "hot" issues of public concern. The city's police force promptly grasps the situation and handles cases of posting and providing information with fake content, false information, distortion, fabricated information... causing confusion among the people.
Tien Yen District Steering Committee closely combines direct and indirect measures of struggle, between building and opposing; at the same time, establishes and uses social networking sites to propagate official viewpoints and guide public opinion. The district directs functional agencies to guide people to strictly implement the regulations in the Code of Conduct on social networks. At the same time, proactively review and prevent the posting of false information, sensitive information, unverified information, attracting and inciting people to oppose; propaganda contrary to the Party's guidelines and policies, the State's policies and laws, aiming to divide the great national unity bloc.
With the motto "Using beauty to eliminate ugliness" along with spreading positive information on media and social networking platforms, all levels, sectors, units and localities have proactively promoted emulation movements associated with studying and following Ho Chi Minh's ideology, morality and style; building and praising advanced models, good people, good deeds... Thereby, bringing about positive social public opinion effects, creating a strong spread among cadres, party members and people of all walks of life.
Propaganda for studying and following Uncle Ho is concretized by typical examples through thousands of media products, creating a wide spread among cadres, party members, and people of all walks of life. Studying and following Uncle Ho is also linked with the implementation of Resolution No. 17-NQ/TU of the Provincial Party Committee "On building and promoting cultural values, the strength of Quang Ninh people to become an endogenous resource, a driving force for rapid and sustainable development". From there, encourage, motivate, encourage,educate , and motivate everyone to build personality, life values, and cultural values typical of Quang Ninh people. This is an important solution to gradually build a social spiritual foundation, contributing to the struggle to protect the Party's ideological foundation.
The work of building and rectifying the Party and the political system, and building a contingent of cadres continues to be innovated with many creative models and methods. Typically, the models of "People trust - Party nominates", the models of "4 good Party cells, 4 good grassroots Party organizations" are being actively implemented, contributing to further enhancing the fighting strength of grassroots Party organizations, improving the quality of Party cell activities and the quality of Party members. The movement "Youth for the Party" has been widely launched in the province, contributing to equipping and supplementing knowledge, helping young people clearly understand their roles and responsibilities in working, studying, contributing, and striving to be in the Party's ranks; building and fostering revolutionary ideals, loyalty to the Party and the Fatherland for the young generation.
In particular, in August 2024, the Provincial Party Committee's Propaganda Department developed and issued Guidelines for piloting specialized activities to protect the Party's ideological foundation, combat and refute bad, toxic information, wrong and hostile viewpoints (special activities "Party cell 35"). This model will contribute to regularly fostering knowledge, equipping skills in identifying, responding, training political courage and sensitivity; enhancing the "resistance" and "immunity" of cadres and Party members against plots, tricks and sabotage activities of hostile and reactionary forces in the new situation; preventing and repelling the degradation of political ideology, lifestyle ethics, and manifestations of "self-evolution" and "self-transformation" within the Party.
