Deputy Head of the Management Board of Da Nang High-Tech Park and Industrial Zones (DSEZA) Tran Van Ty said that in 2015, Hoa Khanh Industrial Zone - Da Nang was one of the first 3 industrial zones in the country to coordinate with the Ministry of Planning and Investment (now the Ministry of Finance ) and UNIDO to pilot the conversion to the eco-industrial park model, achieving many positive results.

Mr. Tran Van Ty spoke at the conference.

During the period 2016 - 2019, in Da Nang , the project supported resource efficiency assessment and cleaner production for 29 enterprises, guiding the implementation of 228 cleaner production solutions. It is estimated to help enterprises save more than 14 billion VND/year, reduce nearly 50,000m2 of wastewater and over 5,000 tons of CO2/year.

In the 2020-2023 period, the project will continue to provide resource efficiency consulting support to 22 enterprises and implement 82 cleaner production solutions. It is estimated to help enterprises earn VND7.7 billion/year. “The above figures show that developing according to the eco-industrial park model is not only an environmental issue but also directly related to the sustainable development of enterprises in the new era,” said Mr. Tran Van Ty.

From the initial achievements, on April 2, 2021, Da Nang City issued the project "Building Da Nang - Environmental City" for the period 2021 - 2030; in which the task is assigned to develop or successfully convert at least 2 industrial parks by 2023.

According to Mr. Tran Van Ty, in terms of law, the Government has issued the first regulations on industrial parks and economic zones in Decree 82/2018/ND-CP on the management of industrial parks and economic zones, which were then further completed in Decree 32/2022/ND-CP.

However, since its institutionalization, the construction and certification of EIPs have encountered many difficulties without specific guidance. Therefore, the issuance of Circular 05/2025/TT-BKHĐT guiding the construction of EIPs in early 2025 is extremely important and timely, clearly demonstrating the determination to implement this model in the period of national transformation.

“DSEZA commits to continue to closely coordinate with the Foreign Investment Agency - Ministry of Finance to successfully deploy the eco-industrial park model in industrial parks in the area. Along with that, we will shift from environmental protection thinking to environmental economic thinking to advise the City People's Committee to issue appropriate mechanisms at the local level to promote enterprises to proactively participate in building eco-industrial parks,” Mr. Tran Van Ty emphasized.
