Da Nang plans to reduce 9 wards

According to the plan submitted to the Ministry of Home Affairs , in the next two years, Da Nang City plans to merge and reduce wards from 45 to 36, and rearrange personnel in 9 new wards.

The People's Committee of Da Nang City has just submitted to the Ministry of Home Affairs a plan to rearrange administrative units at the district and commune levels for the period 2023-2025. Currently, Da Nang has 45 wards in 6 districts and 11 communes in 2 districts. After the rearrangement, there will be 36 wards and 11 communes.

It is expected that in Hai Chau district, Hai Chau 1 and Hai Chau 2 wards will be merged and named Hai Chau 1 ward; Phuoc Ninh, Nam Duong and Binh Hien will be merged into Nam Binh Phuoc or Nam Phuoc ward; Binh Thuan and Hoa Thuan Dong will be merged into Hoa Binh ward.

In Thanh Khe district, Tam Thuan ward merged with Xuan Ha to form Ha Tam Xuan; Thac Gian merged with Vinh Trung to form Thac Gian ward; Tan Chinh merged with Chinh Gian to form Tan Chinh Gian ward; Thanh Khe Dong merged with Hoa Khe to form Thanh Hoa ward.

Son Tra district has two wards An Hai Dong and An Hai Tay merged, expected to take the new name An Hai Nam. Ngu Hanh Son, Cam Le and Lien Chieu districts do not have any wards merged because many wards have large areas and large populations.

The city plans to merge part of the area and population of Lien Chieu district into Thanh Khe district; merge part of the area and population of Thuan Phuoc ward into Thanh Binh ward (Hai Chau district) and part of the area of Tho Quang ward into Man Thai (Son Tra district).

Speaking to VnExpress on the afternoon of March 12, Mr. Vo Ngoc Dong, Director of the Department of Home Affairs of Da Nang City, said that after the Ministry of Home Affairs completes its assessment, the plan will be submitted to the Government and the National Assembly Standing Committee. Currently, the names of the new wards are temporary. After the Ministry of Home Affairs "finalizes" the plan, the city will collect public opinions and submit to the City People's Council the specific names of the new wards.

When planning to merge wards, the city also calculated the streamlining of staff. Currently, the districts have planned to arrange personnel for the new wards. "The city is drafting a resolution to submit to the People's Council for approval of policies for those who are subject to streamlining. This must be done synchronously, not simply merging wards," said Mr. Dong. The number of streamlined staff has not been specifically counted.

Mr. Dang Cong Ngu, former Director of the Department of Home Affairs of Da Nang, said that the merger of administrative units in Da Nang is necessary and correct because currently, science and technology have developed, and social management and population management have many supporting tools and means.

"Merging the apparatus is the most effective way to cut staff," Mr. Ngu said, adding that this is an opportunity to retain effective civil servants and leaders, avoiding two or three people doing one job, which overlaps and complicates relationships. The post-merger personnel arrangement may be "painful", but it brings many benefits.

Regarding the names of new wards, Mr. Ngu said that the city's government and advisory agencies have certainly calculated and listened to public opinion, but "should prioritize old names associated with local culture and history, and limit new names because it will unintentionally destroy the origins of villages, communes, and wards".
