On the afternoon of October 25, at the press conference for the third quarter of 2023, Mr. Le Minh Tuong, Deputy Director of the Department of Planning and Investment of Da Nang City, informed about 3 industrial parks (IPs) that are currently behind schedule in investment.
For Hoa Nhon Industrial Park, the area has been adjusted down from 360 ha to 237 ha due to separation to form Hoa Nhon Industrial Cluster. Along with that, at the location of this project, there are 2 projects that overlap in terms of volume, including: the central green core zoning plan and the Hoa Nhon Industrial Park zoning plan.
Mr. Tuong said that after the adjusted planning is approved, Da Nang City will call for potential investors to participate in the investment, send it to the Ministry of Planning and Investment for appraisal, and submit it to the Prime Minister for approval.
Regarding Hoa Cam Industrial Park - Phase 2, the Prime Minister has approved the investment policy. The People's Committee of Da Nang City has been assigned to develop a plan and be responsible for selecting investors to implement the project in accordance with the law on bidding, investment, land, etc.

The Management Board of Da Nang High-Tech Park and Industrial Parks is carrying out procedures to select a bidding consultant to support the steps of selecting investors.
According to Mr. Tuong, the reason Hoa Cam Industrial Park - Phase 2 is behind schedule is because the project is large-scale, unique and complex; the total investment capital of the project is more than 2,246 billion VND.
In addition, there are currently no specific regulations on selecting investors for this type of project. The selection of investors is carried out on the basis of Da Nang developing its own procedures and applying legal regulations on bidding for implementation.
The Deputy Director of the Department of Planning and Investment of Da Nang City said that the procedures encountered many difficulties and it took a lot of time to consult with ministries and branches for guidance on implementation, and it took time to thoroughly resolve legal problems to ensure that the project was implemented in accordance with regulations.
The Management Board of Da Nang High-Tech Park and Industrial Parks is carrying out many procedures to promote investment progress in 3 large industrial park construction projects in the area.
For Hoa Ninh Industrial Park, the Management Board of Da Nang High-Tech Park and Industrial Parks has approved the investment policy for the project to invest in construction and business of infrastructure for this Industrial Park.
The Management Board of Da Nang High-Tech Park and Industrial Parks has submitted a document to the Department of Agriculture and Rural Development of Da Nang requesting appraisal of the dossier on converting forest use purposes at the Hoa Ninh Industrial Park project.
To carry out this land use conversion, in August 2023, the Department of Agriculture and Rural Development of Da Nang City reported to the relevant City People's Committee the policy of converting the forest use purpose to another purpose at the Hoa Ninh Industrial Park project. Accordingly, the project has nearly 44 hectares of planted forest area planned as production forest.
1,000 billion VND software park abandoned due to...mechanism problems
At the press conference for the third quarter of 2023 organized by the People's Committee of Da Nang City on the afternoon of October 25, Mr. Le Son Phong, Deputy Director of the Department of Information and Communications of Da Nang City, informed about a series of problems that caused the Software Park No. 2 project (Hai Chau District) to be abandoned.
According to Mr. Phong, Software Park No. 2 is considered by the city as a key project, to be implemented from 2020. After many unsuccessful attempts to attract investment and auction, the city decided to invest from the budget.
Because it is invested by the budget, Software Park No. 2 is a public asset. Meanwhile, up to now, the Government has not issued legal regulations and legal corridors on public infrastructure assets in the IT sector.
Software Park No. 2 remains silent due to mechanism problems, while businesses that need space to develop cannot access it.
"Specifically, there are no regulations on the management, use and exploitation of software parks. This is the main obstacle for this project," Mr. Phong said, adding that on March 21, the Prime Minister agreed to allow the city to add this content to the special mechanism regulations. The relevant agencies are currently handling it.
The Deputy Director of the Department of Information and Communications of Da Nang City said that the fact that Software Park No. 2 is not yet operational is a "bottleneck" for the IT industry. The Department really hopes that the project will soon be put into operation, to create space for development and avoid waste...
In 2023 alone, the Department of Information and Communications of Da Nang City received many requests from domestic and foreign enterprises to expand software development space as well as related policies to support digital transformation and develop creative space at Software Park No. 2.
