The program aims that by 2025, 100% of cadres, civil servants, public employees and public sector workers will have digital skills for their work; 100% of students will be proficient in using technology in their studies; 80% of adults will have basic awareness of digital transformation; and each household will have at least one person who knows how to use online public services and make digital payments.

To achieve these goals, the program will synchronously deploy many practical models such as: "Each citizen - A digital identity", "Digital family", "Digital market - Digital countryside", "Community digital technology team".
In particular, "community digital technology teams" will play a key role in supporting people in villages and residential groups to access online public services, use electronic payment apps, exploit digital health utilities, etc.
Along with that, Da Nang will build specialized training courses for each target group, and at the same time develop the online learning platform "Digital Education for the People" with a system of intuitive and easy-to-understand lectures. The "Digital Ambassador" model will also be widely deployed, in which each tech-savvy person will volunteer to teach digital skills to at least 5 people.
The Da Nang Youth Union, together with mass organizations, women's associations, veterans' associations, etc., will organize mobile classes and provide digital skills instruction at home, contributing to spreading the spirit of self-study, creativity, and flexible adaptation to technology.

The program will also be integrated into the digital transformation plans of each sector such as education, public security, internal affairs, science and technology, etc. Meanwhile, communication work will focus on discovering and honoring typical individuals, exemplary "digital citizens" who spread the inspiration of digital transformation in the community.
With a methodical and drastic approach and the synchronous participation of the entire political system, “Digital Education for All” promises to become a solid foundation for building a modern and civilized Da Nang, where all people have the right and conditions to master technology in the digital age.
