This draft has many new points and has received high consensus from a large number of cadres, party members and people in the province.
STRATEGIC THINKING
At the Party Congresses of communes, wards and provincial Party Committees, the atmosphere of discussion and comments on the Draft Document to be submitted to the Dong Nai Provincial Party Congress for the 2025-2030 term and the 14th National Party Congress was lively, responsible and full of enthusiasm. Many opinions affirmed that the draft document demonstrated a strategic vision, comprehensively assessed achievements, pointed out limitations, and at the same time, proposed highly feasible goals, tasks and solutions for the new development stage.

It is worth noting that the cadres, party members and people from all walks of life approached the draft document with a constructive spirit, not only agreeing with the major orientations but also boldly proposing, supplementing and offering many specific solutions. Issues such as: Continuing to firmly follow the path to socialism, maintaining independence and autonomy associated with international integration; developing green economy, digital economy; building a socialist rule-of-law state; improving the quality of human resources; caring for people's lives... have attracted many profound and practical opinions.
In particular, the Draft Political Report (8th time) presented to the Congress of Delegates of Dong Nai Provincial Party Committee for the term 2025-2030 was presented concisely, supplemented with many important and completely new contents. Therefore, anyone reading it can clearly see that all the work of the province is aimed at sustainable development, improving the lives and happiness of the people.
Specifically, in section VI titled “Breakthrough tasks”, the province’s breakthrough tasks in the coming years have been clearly identified. Accordingly, in the second task, the draft states: “Mobilize and effectively use resources, focus on developing a diverse transport infrastructure system (railway, road, waterway, subway) that is synchronous, modern, connecting within the province, region and inter-region; logistics infrastructure system, border gate economic zone infrastructure, green - ecological industrial park infrastructure, achieving the goal of reducing carbon emissions”.
Thus, the task as well as the goal of developing a diverse, synchronous, modern transport infrastructure system, connecting within the province, region as well as inter-region and especially connecting logistics activities from Hoa Lu International Border Gate to Long Thanh International Airport with Phuoc An Seaport has been identified for the first time in the Draft Document of the Dong Nai Provincial Party Congress. First of all, because Dong Nai has a strategic location right in the center of the Southern key economic region and a large area, the transport infrastructure must be diverse and synchronous. More importantly, this factor will help optimize logistics activities such as: Planning, organizing, implementing and controlling loading and unloading, warehousing, packaging, customs procedures and supporting vehicles entering and exiting the port as well as exporting and importing at the border gate. The purpose of this activity is to ensure that the process of transporting goods through ports and border gates is safe and effective for businesses. This is truly a strategic breakthrough, demonstrating the province's strong aspirations and great expectations.
BREAKTHROUGH FROM PRACTICE
After the merger, the agricultural land area of Dong Nai province reached 728 thousand hectares. Moreover, for many years, Dong Nai has established large specialized areas for growing industrial crops, fruit trees and raising livestock and poultry in the country. Specifically, the whole province currently has about 270 thousand hectares of rubber, 176 thousand hectares of cashew, 25 thousand hectares of pepper, 12 thousand hectares of coffee and is known as the "capital" of rubber and cashew trees. In the field of cultivation, the province has formed more than 320 concentrated agricultural production areas with about 95.7 thousand hectares. In particular, the whole province currently has 203 growing area codes with a total area of about 29 thousand hectares to serve the export market.
Regarding livestock farming, the province's advantage is that it is the leader in the country in transforming livestock farming towards industrial production, with 65% of the total pig and chicken herd using high technology. Along with that, with open mechanisms and appropriate policies, Dong Nai is expected to continue to attract many domestic and foreign corporations and enterprises to invest in developing modern and sustainable agriculture.
In fact, in recent years, the shift of foreign investment capital into the agricultural sector and opportunities from free trade agreements have been creating conditions for Dong Nai's processing and manufacturing industry to develop in a multi-industry direction. However, the strengths of Dong Nai's processing industry are currently in the fields of wood and forestry processing, animal feed production, agricultural processing and food processing.
Based on this reality, at point 2.5 of section VII on “key solutions”, the draft report clearly states: “Developing production according to specialized areas, large raw material areas, agricultural and aquatic product production areas associated with geographical indications, traceability and building codes for growing areas, farming areas, and ponds... Promoting the application of high technology, digital technology, and information technology in all stages of the value chain, synchronously connecting with other industries and fields, and developing the market to form a smart agricultural production. Thus, it can be affirmed that this is a way of thinking that is not only creative but also based on reality, closely following the current situation, suitable for the conditions of a province rich in potential and in the center of the Southeast region.
Because land is a huge resource, playing an important role in the socio-economic development of a locality or country. It is not only an asset but also a source of capital, means of production and a foundation for sustainable development. In fact, compared to other localities in the country, Dong Nai is the "capital" of industrial crops - rubber, cashew, coffee, pepper and fruit trees with high export value along with many large-scale livestock farms (pigs, chickens). Meanwhile, to develop agriculture quickly, green, clean and sustainably, it is impossible to separate the development of supporting industries, manufacturing and processing industries with high technology... Only then will agricultural products truly be goods of high economic value; the agricultural product supply chain of Dong Nai in particular, and Vietnam in general, will be closed. And only then, will Vietnam be an indispensable part of the global supply chain.
Therefore, determining the development of high-tech agriculture, clean agriculture, and organic agriculture based on the unique advantages of the locality becomes the main solution, the breakthrough task is strategic thinking. More importantly, this is the decisive factor for the long-term development and sustainable efficiency of Dong Nai in the coming years.
