Da Nang 'covers' flood warning towers

The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Da Nang City has coordinated with localities and Water Resources Engineering Development and Consulting Joint Stock Company (WATEC) to install 14 more flood warning towers in areas that are often flooded and 52 flood warning towers on roads and areas.

On the night of April 12 and early morning of April 13, Da Nang city experienced heavy rain for 15-30 minutes in many places. Some newly installed flood warning towers transmitted data and displayed on the online flood monitoring system about local flooding levels at Da Son 2 Street (Group 15, Hoa Khanh Nam Ward), Thanh Vinh Market (Hoa Khanh Bac Ward), Da Co Bridge (Group 98, Hoa Minh Ward, Lien Chieu District); Ton Dan Street ( Hoa Phat Ward, Cam Le District)...

Sections, routes and residential areas that are often deeply flooded are installed with flood warning towers such as the intersection of Nguyen Van Linh - Nguyen Hoang street, Phan Dang Luu - Le Thanh Nghi street, Cu Chinh Lan - An Xuan 2 street intersection, alley 264 Tran Cao Van street, alley 251 Thai Thi Boi street, alley 25 Ha Huy Tap street, Bau Trang 6 street, alley 8 Tran Xuan Le street, corner of Luong Ngoc Quyen - Hai Ho street, Nguyen Xuan Huu street, Hoa Tho Dong ward People's Committee (Nguyen Nhan street), Dinh Liet - Tu Mo street intersection, Yen The street (Hoa An market)...

In addition, there are a number of flood warning towers installed in areas that are often flooded due to the effects of floods and flash floods such as under the Red Bridge (Thang Long Road), the intersection of Nam Yen village (Hoa Bac commune, Hoa Vang district), Tuy Loan communal house (Hoa Phong commune, Hoa Vang district), village 1 - Hoa Ninh bridge (Hoa Ninh commune, Hoa Vang district)... In addition, there are also flood warning towers in La Chau 1 village (Hoa Khuong commune), Loc My (Hoa Bac commune), Thai Lai (Hoa Nhon commune), Tay An (Hoa Chau commune), Bo Ban (Hoa Chau commune), Nam Yen (Hoa Bac commune), Truong Dinh (Hoa Lien commune), Dong Lam and Hoa Phuoc (Hoa Phu commune)...

These are all newly installed towers and the data has been connected and transmitted to the flood monitoring system of Da Nang city, monitored by the city's functional agencies, serving the work of warning and responding to local flooding, especially building flood warning levels and synthesizing flood level data compared to the current ground elevation to have investment solutions to overcome.

According to the Chairman of the Board of Directors of Water Resources Engineering Development and Consulting Joint Stock Company (WATEC) Van Phu Chinh, 66 flood warning towers and inundation warning towers that have just been installed in the city have almost "covered" sections, routes, and areas that are deeply flooded. These towers have connected and transmitted data to relevant agencies and units. WATEC will continue to ensure the stable operation of this system and provide complete and timely data to the city as well as research solutions to improve the efficiency of exploiting and using this data in warning, directing and operating flood response in Da Nang city; especially research so that people and communities can use this data to proactively prevent and respond early and promptly to floods, especially localized flooding in urban areas.

Director of the Da Nang Intelligent Monitoring and Operation Center (IOC), Nguyen Van Quoc, acknowledged that in the initial phase of its establishment (2023), the IOC exploited data from 30 rain gauge stations in the city and 4 flood warning towers in Khe Can area (Thanh Khe Tay ward), Thac Gian lake (Thanh Khe district), Da Son 2 road, Me Suot (Hoa Khanh Nam ward). However, this system has provided very valuable data.

Currently, after receiving additional investment from the city, IOC exploits data from 17 flood warning towers and 56 inundation warning towers installed by WATEC, basically creating a network to monitor flooding in the city in real time and support departments, branches, sectors, units, and localities to warn, direct, and manage response to natural disasters as well as have a basis for investing resources.

Mr. Nguyen Van Quoc said: “IOC also requested WATEC to continue to share data regularly and increase the frequency of monitoring and updating data on extreme rainfall and flood trends to warn and respond more promptly, accurately and effectively. At the same time, further research on forecasting technology based on data transmitted from these stations and monitoring towers to deploy warnings and early response to natural disasters caused by heavy rains.”

Head of the Department of Water Resources and Irrigation Management (Department of Agriculture and Environment of the city) Le Van Tuyen informed that up to now, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of the city, together with localities and WATEC, have coordinated to install and put into operation 17 smart flood warning towers in areas that are often flooded on Yen, Tuy Loan, Cu De, and Cam Le rivers; 56 flood warning towers on roads and areas; 5 river water level measuring stations; 1 lake water level measuring station; 30 specialized rain gauge stations.

WATEC has coordinated with the city to install, build and form two systems: flood monitoring (Vfass) and specialized rain gauge (Vrain), which have greatly contributed to the city's disaster warning and response work and helped the people and the community. "We have asked WATEC to continue researching and developing new solutions and technologies for disaster warning and response, especially in the context of complex and unpredictable natural disasters like today," said Mr. Le Van Tuyen.
