Van Don Special Economic Zone makes a breakthrough in disbursing public investment capital

Along with Co To, Van Don special economic zone is one of two localities that the province has agreed to retain the Construction Investment Project Management Board to manage and implement public investment projects after the process of arranging and implementing the 2-level local government model. From that advantage, it has helped the Party Committee and the government of Van Don special economic zone to be more favorable in leading, directing and implementing the disbursement of public investment capital. Currently, the locality is leading the province in the rate of public investment disbursement in 2025.

The contractor is constructing asphalt pavement for the project to renovate and upgrade the main road Minh Chau - Quan Lan (Van Don special economic zone).

The project to renovate and upgrade the main route Minh Chau - Quan Lan is currently being accelerated by the investor and the contractor. On average, each day, the contractor arranges 7 construction teams, with about 90 technicians and workers working directly on the construction site.

The project has a total route length of 9.19km, the construction conditions are difficult because it is an island route far from the mainland, the number of cars and electric cars transporting tourists on the route is large, but the construction progress is not delayed compared to the investor's plan. Although the project has just started construction investment since the beginning of 2025, up to now, many items have been basically completed. In particular, the roadbed has been compacted with layers K95, K98 and asphalt pavement has been carried out for 8.6/9.1km; the load-bearing grooves have been completed; the concrete pouring of the embankment walls has been completed; the curb structure has been cast. The capital disbursement rate of the project is about 90% of the capital plan for 2025.

Mr. Vu Manh Chien, Project Construction Commander, said: In response to the goal and requirement set by the People's Committee of Van Don Special Zone to complete the route to welcome the 16th Provincial Party Congress, term 2025-2030, the unit is currently strengthening and arranging more human resources and technical equipment to organize the simultaneous construction of the remaining unfinished items. During the construction process, the unit regularly arranges signs and instructions to inform vehicles moving on the route, partly to ensure traffic safety, and on the other hand to facilitate the construction sites, not affecting the progress.

Along with the project to renovate and upgrade the main road Minh Chau - Quan Lan, the projects that have started construction investment are being actively implemented by contractors. To ensure that the projects are implemented on schedule, every week, the leaders of the Van Don Special Zone People's Committee inspect and urge each project; directly organize meetings with specialized departments and contractors at the site to listen to reports, review the progress, remove difficulties and problems that arise, thereby promptly adjusting and replacing appropriate construction plans and measures, creating conditions for the projects to be implemented quickly, promoting the effectiveness of investment resources.

Mr. Tran Quoc Hoan, Deputy Director of the Van Don Special Zone Construction Investment Project Management Board, said: All projects are hired by independent supervisors along with technical staff of the Board to directly supervise, check quality, and urge construction progress. During the implementation process, if the contractor is found to not meet the construction plan and progress, a report will be compiled and submitted to the People's Committee of the special zone to take corrective measures, even terminate the contract if it happens again.

According to the Finance - Planning Department of Van Don Special Economic Zone, the total public investment capital plan for 2025 allocated from the beginning of the year is over 630 billion VND, distributed to 74 projects (45 completed projects, 13 transitional projects, 6 newly started projects, 1 planning task and 9 investment preparation projects). By July 17, 2025, the disbursement rate of this capital source reached 82.1% of the plan, higher than the average of the whole province, ranking first among investors in the province in terms of public investment capital disbursement rate in 2025.

In the coming time, when entering the rainy and stormy season, there will be many difficulties in implementing construction projects. Therefore, the People's Committee of Van Don Special Economic Zone requires contractors to actively take advantage of favorable weather conditions, work overtime, and proactively develop appropriate construction plans to ensure progress and quality; at the same time, proactively take measures to prevent and protect construction sites and machinery when storms occur, absolutely not allowing complicated incidents to occur, especially those affecting the health and lives of workers on construction sites, contributing with the locality to comprehensively complete the target of disbursing public investment capital in 2025.
