On June 16, discussing the draft Resolution of the National Assembly on tuition exemption and support for preschool children, high school students, and students of generaleducation programs at educational institutions in the national education system, delegate Trinh Thi Tu Anh (Lam Dong delegation) agreed and strongly supported this policy.

According to the British delegate, this is a policy of profound humanistic significance of our Party and State, demonstrating Vietnam's great progress in building a fair, humane and sustainable education system.
However, the delegate also expressed concerns about the implementation of this important policy. The delegate was concerned about the risk of voluntary and illegal collection.
The Lam Dong delegation representative said that when an official fee is exempted, other forms of fees may appear to compensate for financial shortfalls through voluntary funds or non-transparent contributions. "If this situation occurs, it will not only cause frustration among parents but also destroy the good meaning of the tuition exemption policy," the representative said.
Therefore, in order for the tuition exemption policy to truly be most effective and overcome the above concerns, delegate Trinh Thi Tu Anh suggested that it is necessary to develop clear and transparent regulations on non-tuition fees (if any), and strictly control voluntary fees. At the same time, all forms of illegal collection under the name of voluntary fees must be strictly prohibited, and the principle of publicity and transparency must be applied in all school revenue and expenditure activities so that parents and society can monitor.
In the long term, the female delegate said that there needs to be a comprehensive financial strategy, not only focusing on compensating tuition fees but also ensuring resources for investment and development of educational infrastructure.
This may require diversifying sources of funding to encourage socialization, transparent investment in education, and flexible budget allocation, prioritizing places with the most urgent needs, while developing a clear and transparent roadmap for increasing budget spending on education.
According to delegate Trinh Thi Tu Anh, improving the quality of the teaching staff and improving the teaching environment is extremely important. It is necessary to continue investing in training and fostering teachers, improving their professional capacity and ethics, and at the same time having reasonable remuneration policies so that teachers can work with peace of mind and devote themselves to the cause of educating people.
Delegate Dang Bich Ngoc (Hoa Binh delegation) highly agreed with the regulation that the central budget supports localities that have not balanced their budgets to implement the tuition fee exemption and support policy as prescribed. "This is also a concern and worry for provinces that have difficulty collecting budgets and have not been able to balance their revenues and expenditures," said the delegate.

Therefore, according to Ms. Ngoc, this regulation will create conditions for provinces to proactively prepare estimates and report to the Ministry of Finance to supplement the missing funding from the central budget, ensuring fairness for provinces in implementing tuition exemption and reduction so that the whole country can organize synchronously, implement uniformly and promptly in the 2025-2026 school year.
Delegate Nguyen Thi Viet Nga (Hai Duong delegation) said that according to the draft, the resolution will take effect from the next school year, that is, from September 2025. There is not much time left to prepare, so Ms. Nga emphasized that how the state budget will compensate for the tuition exemption for public general education institutions to continue to operate stably, ensure the quality of education and not affect the rights of students as well as the working and teaching conditions of the teaching staff right from the beginning of the school year is an urgent matter that needs to be done.
"If the compensation is delayed, it will certainly affect the teaching and learning activities of the school," Ms. Nga stated. Therefore, the delegate of Hai Duong delegation requested the Government to direct relevant agencies to promptly issue guidance plans and compensation mechanisms for educational institutions to ensure that when this resolution comes into effect, the implementation will take place smoothly and smoothly from the beginning of the new school year.
