The Congress promoted responsibility, promoted democracy, focused on intelligence, actively discussed, contributed many opinions, objectively and substantially assessed the results of leadership in implementing the Resolution of the Party Congress for the 2020-2025 term; resolved on directions, goals, targets, tasks and leadership solutions for the next term; participated in contributing many important and quality opinions to the draft documents of the Central Executive Committee submitted to the 14th National Party Congress and the draft political report of the Central Military Commission submitted to the 12th National Party Congress of the Army.

Senior Lieutenant General Phung Si Tan, Secretary of the Party Committee of the General Staff - Ministry of National Defense , Deputy Chief of the General Staff of the Vietnam People's Army spoke at the Congress.

The documents adopted at the Congress are a profound summary of the practical leadership process of the Party Committee during the past term; a continued affirmation and concretization of the Party's guidelines and viewpoints, the Central Military Commission, and the Ministry of National Defense on military and defense tasks; and a crystallization of the intelligence, will, and aspirations of all cadres, party members, and the masses in the General Staff.

The Congress determined the direction and goals for the 2025-2030 term as follows: Thoroughly grasp the Resolution of the 14th National Party Congress, the 12th Military Party Congress and the resolutions and directives of the Central Committee and the Central Military Commission; promote tradition, comprehensive strength, innovate thinking, and perform well the strategic advisory function on military and national defense.

Command and direct the building of a revolutionary, disciplined, elite, and modern Vietnam People's Army; a strong, widespread militia and self-defense force; a large reserve force; constantly vigilant, ready to fight and fight victoriously in all situations; fulfill the core role in building a strong national defense, firmly protecting the Fatherland, contributing to maintaining a peaceful and stable environment for the development of a rich, prosperous, civilized, and happy country. Build a clean and strong Party organization, a comprehensively strong General Staff that is "exemplary and typical".

Delegates attending the 19th Congress of the Party Committee of the General Staff - Ministry of National Defense.

The Congress elected the Party Executive Committee of the General Staff - Ministry of National Defense for the 2025-2030 term, and elected a delegation to attend the 12th Party Congress of the Army.

In his closing speech at the congress, Senior Lieutenant General Phung Si Tan, Secretary of the Party Committee of the General Staff - Ministry of National Defense, Deputy Chief of the General Staff of the Vietnam People's Army affirmed that the success of the congress was due first of all to the leadership and direction of the Central Military Commission Standing Committee, the leadership of the Ministry of National Defense; the guidance and assistance of the functional agencies of the Central Military Commission, the General Department of Politics of the Vietnam People's Army, and the high solidarity and unity in awareness, will and action of all delegates attending the congress.

The success of the congress has created great spiritual strength, encouraging and motivating officers, soldiers and workers in the General Staff to strive to excellently complete all tasks.

The Party Executive Committee of the General Staff - Ministry of National Defense for the 2025-2030 term and the delegation attending the 12th Army Party Congress made their debut at the congress.

Senior Lieutenant General Phung Si Tan expressed his belief that the new Party Executive Committee and the delegation attending the 12th Army Party Congress will successfully complete the tasks assigned by the congress.

He requested that immediately after the congress, party organizations in the Party Committee of the General Staff - Ministry of National Defense should organize well the study and dissemination of the congress's resolutions and documents; widely disseminate the congress's results throughout the entire agency and unit; promptly supplement and implement programs and action plans, and put the Resolution into practice in the tasks of the General Staff - Ministry of National Defense.
