The 12th Party Congress of Division 2, term 2025-2030

This is a unit directed by the Standing Committee of the Party Committee of Military Region 5 to serve as a pilot to gain experience in directing grassroots congresses throughout the Military Region.

Attending and directing the congress were: Colonel Luong Dinh Chung - Party Committee Secretary, Political Commissar of Military Region 5; Major General Vo Van Hung - Member of the Standing Committee of the Party Committee, Political Commissar of Military Region 5; representatives of agencies and units of Military Region 5 and 160 delegates from the entire Party Committee of Division 2.

During the past term, the Division Party Committee has comprehensively led the implementation of the key targets, tasks and three breakthroughs set forth in the Congress Resolution; affirming its position and role as the main unit of the Military Region.

Implementing many policies and drastic measures to lead the construction of a strong and comprehensive "Exemplary and typical" model division; making a breakthrough in "Improving the quality of regular construction, law enforcement, discipline, and ensuring unit safety" has basically brought about changes in all aspects.

The landscape and environment are increasingly bright, green, clean and beautiful. Military administrative reform and digital transformation have many positive changes, with full-text digital signature reaching 100% and personal digital signature reaching 99.22%.

Building a strong Party organization and cadres; the leadership capacity and fighting strength of Party organizations are maintained, and the quality of cadres is increasingly improved.

Combat readiness, training quality, drills, competitions and sports events have been improved; political and ideologicaleducation has many innovations and good results; logistics, technical and financial work meets mission requirements; the material and spiritual life of officers and soldiers has been improved; the leadership capacity and fighting strength of Party committees and organizations at all levels have been maintained and enhanced.

Paying attention to the work of developing party members and recruiting 876 party members, reaching 109% of the plan. Effectively implementing the policy of "One maintenance, two improvement", the model of "four good party cells and party committees"; evaluating and classifying the quality of party organizations and party members strictly and substantially, on average 93.35% of party organizations and 93.1% of party members completed their tasks well and excellently, an increase of 4.91% compared to the previous term.

Regularly train and develop a team of cadres with high qualities, capacity and responsibility; the number of cadres who complete their tasks well and excellently reaches 91.9%, an increase of 1.64% compared to the previous term. The work of reserve officers, cadre policies and the Army's rear has received attention from Party committees at all levels.

With the motto “Democracy-Solidarity-Discipline-Breakthrough-Development”, in the 2025-2030 term, the Division Party Committee is determined to build a unit that is strong in politics, ideology, ethics, and organization. The Division’s cadres are strong in all aspects, “Exemplary, typical”, with high overall quality and fighting strength, capable of successfully completing tasks in all situations…

At the congress, delegates discussed and contributed ideas to the Division's documents; some units discussed and shared effective and practical ways of doing things; at the same time, they proposed directions and solutions to continue to unite to build an increasingly strong and comprehensive Division.

The Congress elected the 15-member Executive Committee of the Party Committee of Division 2, term XII, 2025-2030. Colonel Le Sy Hung - Party Committee Secretary, Political Commissar of Division 2 was re-elected as Party Committee Secretary of Division 2, term 2025-2030.

The congress elected delegates to attend the Party Congress of Military Region 5, including 34 official delegates and 4 alternate delegates.
