The advanced new rural development program and model new rural development program have always received the support and active participation of all segments of the population in Thieu Phuc commune.
Visiting Vy Thon village today, we clearly feel the transformation of a purely agricultural area that is rapidly developing. In 2023, Vy Thon village was assigned the task of building a model new rural village by the commune. Based on the achievements of the new rural village, the Vy Thon village Party branch issued a specialized resolution on building a model new rural village. The Party branch secretary and village head, Le Van Quang, said: “The village has focused on promoting propaganda and mobilization through various forms to help people understand the purpose, mechanisms, and policies of building a model new rural village. As a result, resources from the people and those who have moved away have been mobilized to invest in infrastructure construction, expanding village roads, purchasing equipment, and concreting internal field roads.”
Under the leadership of the Party branch, the active participation of political and social organizations, and the enthusiastic response of officials and the people, in 2023, Vy Thon village mobilized its residents to voluntarily donate 2,700 square meters of land and contribute hundreds of days of labor to expand nearly 2 kilometers of roads from 3.5 meters to 8-9 meters, upgrade the football field, renovate the village cultural house, and install a lighting system... with a total cost of over 4 billion VND. Several individuals contributed significantly, such as Mr. Le Van Than (Director of Thuan Dung Co., Ltd.), who donated nearly 1.5 billion VND to build a 500-meter-long road along the southern canal leading into the village and invest in upgrading the football field... The new roads, cultural house, health station, and school are testaments to the spirit of solidarity and unity of the entire community. By the end of 2023, Vy Thon village had achieved the status of a model new rural village, one year ahead of schedule.
With the involvement of the entire political system, the journey of building advanced new rural areas and model new rural areas in Thieu Phuc commune has been implemented promptly, strictly, focused, and uniformly from the commune to the villages. To date, Thieu Phuc commune has 4 villages recognized as model new rural villages. All villages in the commune maintain the title of "Cultural Residential Area"; over 95% of families have achieved the title of "Cultural Family"; 100% of villages have implemented the regulations of the village charter that have been amended and supplemented according to the new rural area criteria. The people's lives are improving, with an average income of 60 million VND/person/year; the poverty rate is only 0.18%; 100% of households have access to clean water from the centralized water supply system; 90% of households participate in waste sorting and environmentally friendly organic waste treatment. Concentrated residential areas have wastewater collection and drainage systems, with treated wastewater discharged into canals and ditches.
According to Hoang Thi Phuc, Secretary of the Party Committee of Thieu Phuc commune: “From the beginning, the Party Committee has discussed and proposed solutions to gain the people's support, ensuring that policies are truly implemented and become a movement in all fields. In addition to issuing general resolutions, the commune annually issues specialized resolutions and develops plans to implement them appropriately for each village and sector. In leading the implementation of each criterion for the model new rural area, the Party committee and government require each cadre and Party member to truly be exemplary, leading the way, especially in difficult tasks such as donating land for roads and mobilizing contributions… At the same time, each cadre, Party member, and mass organization is assigned responsibility for specific tasks; and efforts are intensified to encourage the people to voluntarily participate.”
The commune mobilized maximum local resources, combining contributions and support from the people in the form of money, labor, land donations, and integrated capital from various programs to build socio-economic infrastructure and advanced, model new rural areas according to the motto "do the easy things first, the difficult things later," "rely mainly on internal resources," along with support from the State as a driving force. Through this, movements of land donation, road construction, rural landscape beautification, and model fence construction have spread. The implementation of building model new rural communes in Thieu Phuc has achieved many positive results thanks to the exemplary conduct of officials and Party members and the unanimous support of the people. In 2024 alone, the commune mobilized the people to donate nearly 2,300 square meters of land and hundreds of days of labor to expand and contribute 15 billion VND to concrete over 6 km of rural roads, build 5.6 km of drainage ditches, and 4.8 km of model fences... bringing the total number of concreted rural roads in the commune to 17.6 km.
With its synchronously developed socio-economic infrastructure, rational economic structure, innovative production methods, improved material and spiritual lives of the people, a green, clean, and beautiful ecological environment, and maintained rural security and order, Thieu Phuc commune has now basically completed the criteria for a model new rural commune.
