On the morning of November 9, the Ministry of Education and Training presided over and coordinated with Vietnam Television, VNPT, Viettel and the People's Committees of 15 provinces to organize the groundbreaking ceremony for inter-level boarding schools in the land border communes. This is an event of profound political, social and humanitarian significance, demonstrating the special attention of the Party and State to the people, soldiers, especially students in the border areas - the place considered the "fence" of the Fatherland. Yen Khuong Primary and Secondary Boarding School is a project under the program to build 100 inter-level boarding schools in border communes, starting in 2025 and completing before August 30, 2026, according to the Conclusion No. 81 of the Politburo dated July 18, 2025 on the policy of investing in building schools for border communes and the Government's Action Plan to implement Conclusion No. 81 of the Politburo; demonstrating the special attention of the Party and State to compatriots, soldiers, especially students in the "fence" area of ​​the Fatherland.

The simultaneous groundbreaking ceremony of 72 projects on the same day, with the participation of leaders of the Government, ministries, branches and localities, demonstrates the spirit of close coordination and high determination of the entire political system in caring for students in border areas, fully preparing the conditions to soon complete 100 schools before the 2026-2027 school year. Previously, 28 schools had been started and were under urgent construction.

Yen Khuong Primary and Secondary Boarding School is invested with 1 main school in Bon village, with an area of ​​1.7 hectares and 1 school in Xang Hang village with an area of ​​0.3 hectares.

Upon completion, Yen Khuong Primary and Secondary Boarding School will have full infrastructure to serve the learning and boarding activities of students and teachers, including: classroom system, multi-purpose hall, library, boarding area for students and public housing for teachers.

Speaking at the groundbreaking ceremony at Yen Khuong Primary and Secondary Boarding School, Prime Minister Pham Minh Chinh expressed his joy at attending the groundbreaking ceremony in the exciting atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party; affirming that this is an event of profound political, social and humanistic significance, demonstrating the spirit of "The whole country looks towards the border, for the future of children of all ethnic groups".

The Prime Minister stated that our Party and State always consider education and training as a top national policy with a particularly important role, creating the foundation, forming and developing human personality, qualities and capacities, and being the decisive factor ensuring success in making breakthroughs in human resource development to serve the cause of building and defending the socialist Fatherland.

Resolution No. 71 of the Politburo on breakthroughs in education and training development has clearly identified a shift in thinking from mainly equipping knowledge to comprehensively developing learners' capacity and qualities; with the view that the school is the foundation, students are the center and teachers are the driving force.

The Politburo issued Conclusion No. 81, agreeing on the investment policy to build primary and secondary boarding schools in 248 inland border communes; clearly identifying this as a key and important task to improve people's knowledge and human resource quality, creating a source of cadres from local ethnic groups and remote areas to contribute to improving the material and spiritual life of people in the border areas and to strengthen national defense and security.

In the immediate future, pilot investment and completion of construction or renovation of 100 schools in 2025, then continue to deploy on a large scale, completing the investment goal of building 248 schools in the next 2-3 years.

Implementing the conclusions of the Politburo and the direction of General Secretary To Lam, the Government and the Prime Minister have focused on leading and directing the Ministry of Education and Training, ministries, branches, functional agencies and border localities to urgently and resolutely implement.
