Accordingly, when participating in the development of applications and digital services under the PPP method, businesses will be supported with legal procedures, investor selection; participate in scientific research; training, human resource development... In particular, businesses will receive incentives on tax, land, investment; support in accessing credit capital, investment funds and support in investment promotion and cooperation connection.
These policies aim to mobilize social resources, especially the business sector, to participate in investing in developing digital infrastructure, digital applications, and digital services under the PPP method in the province; focusing on digital transformation in the fields of digital government, healthcare, education, agriculture , industry, logistics, tourism, and smart cities. At the same time, it enhances competitiveness, attracts investment, and promotes innovation in Thanh Hoa.
The State participates up to 70% of the total investment.
Regarding capital support, according to Plan No. 230, a list of digital PPP projects will be developed and key projects of strategic significance will be selected to promote comprehensive digital transformation to call for investment, with priority given to allocating state capital to participate in projects in the public investment plan and in the annual provincial budget estimate. The state will participate in a maximum of 70% of the total investment for digital PPP projects.
In addition, to support businesses in accessing credit capital and investment funds, the Provincial People's Committee requested the State Bank of Region 7 to coordinate with commercial banks and credit institutions in Thanh Hoa province to develop preferential credit packages for digital PPP projects. At the same time, support credit guarantees for small and medium enterprises; connect with the innovation fund and the Provincial Development Investment Fund to support loans to implement digital PPP projects in accordance with the law.
Exemption/reduction of land rent according to the provisions of law
In addition, enterprises participating in digital PPP projects are also entitled to incentives and support according to the provisions of Article 5 of Decree No. 180/2025/ND-CP dated July 1, 2025 of the Government, including: Exemption/reduction of land rent according to the provisions of the law on land, the law on investment and related laws; being entitled to apply preferential tax policies according to the provisions of the law on tax, including the policy that enterprises are allowed to calculate deductible expenses to determine taxable income for expenses for research and development activities of enterprises equal to 200% of the actual costs of this activity when calculating corporate income tax according to the provisions of the Government; being entitled to apply the mechanism of accepting risks in scientific, technological and innovation activities according to the provisions of the law on science, technology and innovation; being entitled to apply the mechanism of sharing the increase and decrease of revenue according to the PPP law...
