On the afternoon of June 22, Mr. Do Thanh Quang, Deputy Head of the Customs Branch of Region II (formerly Ho Chi Minh City Customs Department) said that the Customs Branch of Region XV has just been assigned the task of managing Express Customs in Ho Chi Minh City, as well as the area of Tan Son Nhat Airport and Long Thanh Airport ( Dong Nai ).
This means that the Customs Branch of Region II and the Customs Branch of Region XVIII will no longer manage these areas, helping to more clearly define functions and areas of operation.
Previously, on June 11, the Ministry of Finance issued Decision No. 2019/QD-BTC, officially amending and supplementing a number of articles of Decision No. 382/QD-BTC dated February 26, 2025 on the functions, tasks, powers and organizational structure of the Customs Department. This Decision, effective from the date of signing (June 11, 2025), marks an important step forward in administrative reform, towards optimizing the operations of the Customs sector.
The highlight of Decision 2019/QD-BTC is the empowerment of the Director of the Customs Department to be more proactive in defining the functions, tasks, powers and organizational structure of the branches under the Department, after receiving comments from the Ministry of Finance.

This is expected to help streamline the apparatus, improve flexibility and efficiency in operations. In particular, the Appendix attached to this Decision has replaced the old Appendix, providing specific adjustments to the management areas and headquarters of 20 regional Customs Branches nationwide, in line with the arrangement of provincial-level administrative units.
According to the new Appendix, many regional Customs Branches have adjusted their management areas to suit the practical situation and development orientation. For example, Regional Customs Branch I will manage Hanoi and Phu Tho, with its headquarters located in Hanoi. Regional Customs Branch II will focus on managing Ho Chi Minh City...
The Decision also clearly stipulates the termination of the validity of previous decisions related to the functions, tasks, powers and organizational structure of the Regional Customs Branches, Post-clearance Inspection Branches, Customs Inspection Branches and Anti-smuggling Investigation Branches.
The Director of the Customs Department is also assigned the responsibility of completing the organization and arrangement of regional branches and units under the branches according to the new management area before July 1, 2025.
The issuance of Decision 2019/QD-BTC demonstrates the determination of the Ministry of Finance in building a modern, professional customs system that meets the requirements of integration and economic development of the country. These adjustments not only contribute to improving the effectiveness of state management of customs but also create more favorable conditions for import and export activities, promoting a transparent and effective business environment in Vietnam.
