Tomorrow, June 23, Binh Phuoc will deploy a trial operation of the new organizational apparatus in 40 communes and wards.

On June 22, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Binh Phuoc province Huynh Thi Hang signed and issued Official Dispatch No. 2421-CV/TU, requesting the simultaneous implementation of the trial operation of the new organizational apparatus in 40 communes and wards from June 23, 2025. This is an important preparation step before officially putting the new administrative units into operation from July 1, 2025.

According to the document, from June 23 to 27, communes and wards in the province will conduct a trial operation of the entire political system according to the new model. This activity aims to review and adjust the organizational structure, and at the same time evaluate the operational capacity and handle problems arising in practice.

At the commune level, the Provincial Party Committee Standing Committee requires the Party Committees of communes and wards to develop plans to assign Party Committee members and Standing Committee members to take on leadership positions in agencies and units after the merger; develop personnel plans for leadership and management positions under the management of the Party Committees at the commune level. At the same time, localities must complete the establishment of advisory and support agencies for the Party Committees, the Fatherland Front and socio-political organizations at the commune level according to current regulations.

Delegates visit the organizational model of Dong Xoai ward at the conference to launch the preparatory and trial operation committee of this ward on June 16.

Commune-level Party Committees must also promptly develop working regulations for the Party Committee and Inspection Committee for the 2025-2030 term; work programs until the end of 2025; draft decisions to establish new or complete Party organizations under the new commune and ward Party Committees; appoint new Party Committees for the 2025-2030 term; change and manage new seals according to regulations; prepare documents, records, and public assets for proper handover.

Another important content is to draft documents and complete preparations for the Party Congresses at the commune and ward levels for the 2025-2030 term in accordance with the schedule and regulations of the Central and the province.

At the commune-level People's Council, the pilot content includes: building a list of People's Council delegates after the arrangement; passing resolutions to establish People's Council committees; organizing simulation meetings to evaluate the effectiveness of operations under the new model.

Secretary of Binh Phuoc Provincial Party Committee Ton Ngoc Hanh presented flowers and gifts to citizens coming to resolve administrative procedures at the Conference to launch the Preparatory Committee and pilot operation of the Dong Xoai ward organizational model on June 16.

On the part of the People's Committees of communes and wards, the units are responsible for drafting resolutions to establish specialized departments according to the arrangement plan; developing working regulations of the People's Committees and defining the functions, tasks and powers of each specialized department and division. In particular, the trial operation of the Commune-level Public Administration Center will be carried out to assess the volume of records and the ability to process administrative procedures to serve people and businesses.

The People's Committees of communes and wards also coordinate with the Department of Finance to arrange and arrange suitable working offices, equipment and personnel; and estimate the budget to ensure the operation of the new apparatus from July 1.

In this phase, 5 units that have previously conducted the pilot project, including wards in Dong Xoai city, Chon Thanh town, Binh Long town, Phuoc Binh commune (Phu Rieng district) and Da Kia commune (Bu Gia Map district), will continue to perfect the model, focusing on improving the administrative procedure processing process, serving as a model for the remaining 35 communes and wards.

For the remaining 35 communes and wards, the Provincial Party Committee Standing Committee directed the urgent implementation of personnel plans and assignment of tasks according to approved job positions. At the same time, it organized the installation of equipment, connected document management software, processed administrative procedures online via the public service portal, and recruited volunteers to support people in accessing new administrative procedures.

The document also noted that during the trial operation period, cadres, civil servants and public employees will continue to perform their duties at their old agencies and units until June 30, 2025 to ensure no interruption in work, especially in handling administrative records for people.

The Provincial Party Standing Committee requested the Standing Committees of the District Party Committees, Town Party Committees, and City Party Committees to regularly monitor and update instructions from the Central and the Province to promptly remove difficulties and provide guidance on handling arising situations. Localities need to complete preparations for the ceremony to announce resolutions and decisions on the organization and reorganization of the apparatus and administrative units at the commune level on June 30, 2025.

Finally, the Provincial Party Standing Committee emphasized: Provincial departments, branches, agencies, and organizations need to increase support and professional guidance to ensure that the trial operation in 40 communes and wards takes place synchronously, effectively, and in accordance with regulations; creating a solid foundation for the official operation of the new commune-level political system from July 1, 2025, better serving people and businesses in the coming time.
